I was elected to administer and/or manage the financial assets and liabilities for the Fraternal Order of Police Lodge 90 and involved in every aspect of the company's financials, from incoming money, to bill-paying, and taxes as financial secretary.

GPSC offers sound and objective advice to enhance the quality of public safety services. Consultation includes facilitation services for business development through introduction of clients to prospective partners and new customers on local and nation levels. Additional consulting includes experience in scheduling, budgeting, policy development, productivity analysis, consolidation studies, staffing requirements, communications, security, strategic planning, architecture, and coalition building with allied stakeholders.

The Cumberland Police Department's Maryland Criminal Intelligence Network (formerly Safe Streets) program addresses high incidents of crime in the city and surrounding areas contained in Allegany County. The main area of focus is on gangs, drugs, firearms, and human trafficking. The program aggressively tracks offenders by utilizing a security integration model of multi-agency collaboration with federal, state, and local law enforcement agencies, public safety agencies and community partners. Additionally, the program utilizes a variety of projects to enhance neighborhoods and make their residents feel safer and communities more attractive.

Department of Political Science, American State and Local Politics:Concentrating on the role of states in the federal system to better understand the framework of government. Examining the politics of local, county and state government in the U.S., with emphasis on Maryland. Review of the constitutional background of our national, state and local governments and power sharing within our federalist system. Evaluating the many complex political questions facing our state & local leaders with specific focus on the decline of civic participation, traditional neighborhoods, public safety, & the increase of urban sprawl.

Chief Law Enforcement Official elected every four years. The responsibilities included preservation of the peace, administration of a 225 bed county detention center, service of criminal and civil process from the court, judicial security, and supervision of 107 employees of diverse backgrounds. Coordination and Collaboration with allied agencies, together with public and private partnerships. Additional responsibilities involved annual budget proficiency and the utilization of excellent communication skills in representing the agency privately and publicly. A full schedule of on-call availability beyond a typical work week with approximately 70 hours weekly. This position required knowledge of federal, state and local laws governing equal employment opportunity and civil rights, occupational safety and health, human resource issues, and unionized labor relations/negotiations.

Executed the duties of law enforcement by upholding the laws of the State and Allegany County, Maryland. Investigated traffic accidents as a re-constructionist and was assigned to criminal cases throughout the county. Provided services to the District and Circuit Courts for security and proper services of criminal and civil process. Performed duties within the correctional facility as an officer to maintain order within the county jail and provided outside private security duties as a Deputy Sheriff 1978 – 1984. Promoted to Lieutenant in 1984 as Warden of the County Jail - assigned to narcotics unit 1990 - 1993 and Shift Supervisor 1993 - 1994.

The Maryland Police and Correctional Training Commissions are vested with the authority to set standards of initial selection and training for all governmental law enforcement, correctional and parole and probation and juvenile justice officers in the State of Maryland, and to otherwise upgrade the professionalism of these officers.
