David leads eXemplifi Pty Ltd, a boutique complex program management consultancy, providing specialised Project Management Office (PMO) services to the Australian Department of Defence, including program management services, project planning services and management systems development, as well as training support on complex design and materiel Acquisition and Sustainment contracts.Most recently, David was contracted to the National Naval Shipbuilding Group (NSSG) on the SEA1000 Attack Class Submarine Program. Since the Government decision on the Competitive Evaluation Process (CEP) in early 2017, David was accountable for leading and managing the Program Management Office (PMO); planning, establishing, resourcing, managing, and more recently demobilising and closing the Program. Responsibilities and accountabilities of the role included maintaining and supporting integrative FSP activities including: • working with, and governance of, Naval Group (France), Lockheed Martin Australia and the Commonwealth on Program outcomes; • drafting, managing and executing the tripartite Program Management Plan (including the Master Data Assumption List and tripartite Risk and Opportunity Register) and supporting the tripartite Integrated Product teams (IPTs);• accountability as the Project Management Authority (PMA) and leading and managing the conduct of Integrated Baseline Reviews (IBR), Earned Value Management (EVM) Surveillance Reviews and Project Initiation/Closure Gate Reviews; and • leading and managing a small, multi-disciplined, APS and Contractor team, assuring professional application of project management processes and skills, and providing mentoring and coaching for other staff across the Program.In parallel with closure of the Attack Class Program, David has provided specialist support to Navy and NSSG on other Submarine Programs and Projects in various stages of the One Defence Capability Life Cycle (CLC), including SEA1439 and SEA1450.
