Mr. Gorman established the firm of Wetland Systems Restoration for the purpose of creating the Foster Creek Wetland Mitigation Bank located in Clackamas County, Oregon. He managed and conducted all aspects of the planning, site selection, hydrologic analysis, grading design, permitting, erosion control, construction oversight, monitoring, and maintenance of the bank and the bank site. He conducted all negotiations with the Mitigation Bank Review Team (MBRT). The Foster Creek Wetland Mitigation Bank has restored 60 acres of nearly extinct Willamette Valley wet prairie and 12 acres of Oregon Ash forested wetland, and has established a self sustaining population of Endangered Species Act (ESA) listed Nelson's checkermallow (Sidalcea nelsoniana).
