Coordinated development of cost estimates for a 470MW Gas-Fired Combined Cycle Power Plant in Moscow, Russia and for the Pre-Feed Study for the Desulphurization and NOx Removal Project at the Mazeikiu Nafta Refinery in Lithuania. Assisted multi-discipline engineering team in the development of Due Diligence Reports for large Power Plant upgrade projects in Russia. Project Controls Manager for $35MM federal government project based out of Moscow, Russia that utilized wInSight Earned Value Management System and Primavera which completed on schedule in September 2006. Responsible for subcontractor management, design coordination and project controls on various assignments and projects performed in Russia.

Project Manager for DoD $51MM design/build facility upgrade (Secret Clearance reqd). Responsible for design coordination, planning, subcontractor management and project controls for work that included demolition, excavation, utilities (water, sanitary, power, communications), structural steel, concrete, security systems, emergency power generation, exterior lighting, electrical feeds and switchgear, instrumentation, chillers, heat exchangers, HVAC systems, and fire protection systems (alarm, sprinkler and hydrant). Program Manager for State Department Maintenance contract. Led contract management, estimate preparation, logistics, planning, and execution of international workorder projects. Project Manager for $5.5MM oilfield well test project. This project included civil, architectural, mechanical, piping, electrical and instrumentation works associated with an oilfield project. Responsible for development of Construction Execution Plan, Construction Management Plan, Logistics Plan etc. for large North Slope of Alaska oilfield development projects. These plans included detailed WBS, schedules, manloading/fuel usage charts, costs etc. Responsible for schedules, resource profiling/analysis, and weekly progress reports.

Project Engineer for Northstar Module project which fabricated large oilfield modules for delivery to North Slope of Alaska. Process (2), compressor, pump, and warehouse/office building modules were fabricated with the largest weighing 3,700 tons. This project included civil, architectural, mechanical, piping, electrical and instrumentation works associated with an oilfield project. Responsible for field estimates, change order control, progress validation, project schedule, and resource profiling/analysis. Operated G2 Estimator and Imppact (cost reporting) software. Developed and implemented electronic download of estimate and progress data for integration into project reporting system. Prepared project detailed weekly reports.

Project Engineer and Alliance Project Controls Manager for $670MM Alpine North Slope Development oilfield project. Responsible for infrastructure portion of project that included development of gravel pit, gravel roads and airstrip, temporary and permanent camps, emergency power generation and utilities (water, sanitary, power, communications). As Alliance Project Controls Manager, responsible for development of project work breakdown structure, schedule and control estimate. Developed and implemented engineering work order system. Responsible for insuring accurate progress and cost reporting by various subcontractor participants. Consultant to the Construction Manager for commercial issues. Responsibilities: Cost Reporting, Administrative Management, Budget review and analysis, Primavera EPC Scheduling, Contractor Interface, Cost Forecasting/Estimating, Project Planning/Execution/General Procedures.

Reviewed Trans-Alaska Pipeline Engineering Packages for compliance to Federal, State and Quality program requirements. Coordinated with Joint Pipeline Office on changes to the TAPS Design Basis. Managed the assignment of Integrity Levels (ranking of importance) to over 80,000 pieces of equipment and hundreds of work orders.
