Naval Medical Readiness Training Unit Bangor

 Advised military executive leadership and communicated the needs and accomplishments of the clinic. Provided guidance on regulatory compliance to military policies, ensuring adherence to federal medical regulations. Managed and coordinated the efforts of 60 military staff, 40 civilian government, and contractor employees. Ensured standards were maintained in all areas to meet the high level required by the Joint Commission Survey and Medical Inspector General. Provided mentorship by developing sailors through career milestones, including 3 meritorious advancements, 17 reenlistments, 4 technical expertise school applications, and 3 officer program selections. Orchestrated 77 tenant commands by reducing no show appointments by 50%, improving access to care and reducing wait times by 3 weeks, greatly improving the mission readiness of the Pacific Fleet Ballistic Missile Submarines. Coordinated bi-weekly meetings with staff leaders to brief the Officer in Charge, giving valuable mentorship and training to both commissioned officers and junior enlisted. Was successful in developing 16 newly selected Chief Petty Officers and had 4 Lieutenants promoted to Lieutenant Commander.

Naval Medical Readiness And Training Command Bremerton

 Provided daily management of a diverse staff of 34 military and civilian employees in the central supply room, warehouse operations, hazmat operations, shipping and receiving, and government purchase card divisions. As the Contracting Officer’s Representative, independently managed 12 task orders for personal services contracts for Naval Hospital Bremerton and 3 branch clinics. Fostered excellent relationships with talent acquisition firms to ensure positions were filled above the standard of 80% and replacements were filled under 3 months. Managed invoices, ID Cards, credentials, trainings, certifications, and security clearances for 128 contract positions. Developed and executed a plan of action to improve an underperforming biomedical repair division, improving the medical readiness of the hospital, three branch clinics, and 23 ships. Took the dormant Defense Reutilization Marketing Office program and revitalized it. Planned, formulated, and coordinated 244 materials valued at $1.8 million dollars for future use across the Department of Defense greatly reducing cost and waste.

 As the leading expert on Supply Department operations, advised the Commanding Officer on Supply Chain Processes and Material Expediting. Managed an average of 1,400 requisitions monthly, meticulously processing and tracking of each item cradle to grave, ensured USS Nevada’s crew was able to maintain operations at sea longer than any other boat on the waterfront. Developed short-range and long-range training plans to increase and maintain high levels of competency for both crew’s logistics specialists and repair parts petty officers, leading to improved functionality and above standards grades on examinations.  Took initiative in creating a diverse plan, encompassing many stakeholders to ensure maximum efficiency while on patrol and had only one planned replenishment while at sea. Led to sustainment and mission success. Was hand selected to be the Ship’s Senior Watch Team Supervisor. Trained and maintained the ship’s battle station team in all areas, ensuring mission readiness, full capabilities, and top marks in all inspections. Quoted as being squadron’s best and brightest team, using new and innovative processes to complete the mission, resulting in spot Navy and Marine Corps Achievement medals for the watch team.

 Selected to relieve as the Supply Officer to provide direction to a struggling department, resulting in the on-time closeout of the supply system during a ship decommissioning. Successfully led the closure of a four-million-dollar financial system, ensuring accuracy, federal audit compliance, and seamless transition. Revitalized an underperforming division by implementing efficient processes, resulting in timely submission of stock material parts and hazardous materials.

 Managed a budget of over five million dollars meeting all federal Financial Improvement and Audit Readiness (FIAR) reporting and requirements. Updated the ship’s inventory plan and streamlined the annual requirements, scoring above standards in Supply Management Inspections. Developed surveillance techniques and procedures to inspect and process expiring shelf-life material to ensure less waste and mission readiness. Developed a routine annual inventory plan for over 150,000-line items of inventory, ensuring accuracy was at 98% or higher, well above the 95% standard. Expert mentorship for 5 junior sailors in their professional careers and qualifications, resulting in 1 Chief Petty Officer and 2 First Class Petty Officer advancements. Led the ship in senior level watch qualifications, becoming the most qualified department on the ship.

Together, we processed, tracked, and reconciled over 70,000 Issue Priority Group 1 requisitions annually.
