Beyond bond collection, my responsibilities include bond compliance issues with the bond trustees and investors and creation of the annual operation and maintenance and debt service budgets for all districts. I also author edall financial related bond reports including methodologies and true up reports.In addition to CDD work, at DPFG I provided financial analysis work to our developer customers. This work included budgeting, forecasting, cash flow analysis and profitability reporting for either single or multiple related projects.

I managed the everyday operations of the department. My department authored assessment methodologies for bond issuances and collected annual, semi-annual, and time of sale assessments for outstanding bond issues. Additionally each bond issued was monitored for plan vs. actual variances, and ad hoc analysis was done for our clients to help them predict future cash flow needs. After taking over the leadership of the department, I designed, documented and implemented processes and procedures within the department to facilitate the growth from 20 assessment rolls for 70 districts to 75 assessment rolls for 170 districts with only one additional staff member hired.Personally authored, reviewed and approved 90+ bond assessment methodologies for Community Development Districts for bond issues in excess of $1.4 Billion.Collected annual and semi-annual debt service assessments in excess of $135 Million for 170+ CDD bond issues. Annual collections included certifying 75 district tax rolls to 20+ county tax collectors in excess of $70 million as well as collecting $35 million through direct bills to multiple landowners. Semi annual collections included tracking unsold land associated with 40+ short term bond issues and collecting interest semi annually to pay bondholders.Managed a staff of 6 direct reports and was responsible for all staffing decisions within the department.Made presentations to CDD Boards, City/County Commissions, and testified in Florida District Court concerning CDD establishment, bond financing, levying assessments and validating bonds.Modeled cash flow for multiple clients concerning future assessments relating to different project absorption schedules.

At Horizon Bay I designed, built and took ownership of all corporate reporting. All reports including monthly P&L, regional and corporate P&L roll-ups, occupancy, external reports for investors or lenders were created from scratch and maintained for accuracy monthly. I modeled asset values for possible purchases as well as a detailed 10 year model for property sales. Designed built and maintained Excel spreadsheet models for multi-department budgeting, short and long term forecasting on both a summary and detail level.Designed, automated, and produced multiple management information reports for the managed portfolio including information on occupancy, per resident day costs, net operating income and cash flow.Developed and prepared annual budgets and extended business plans for each of the 20+ properties managed by Horizon Bay as well as for the management company. Tracked and managed capital expenditures for each property versus budget as well as for reimbursement from reserves held by investors or lenders. Tracked and reported on the progress of an 18 month $25+ million renovation project over multiple buildings.
