Set strategic vision and led development of all new technology efforts for Arlington County, VA – named #1 Digital County in the U.S. by the Center for Digital Government and National Association of Counties 2020, 2021 and 2023awards. Led teams in execution and development of award-winning new solutions such as ML/AI(OpenAI, Microsoft Copilot, AWS) data warehousing(AWS Redshift, Docker, Kubernetes), CRM(Dynamics365), mobile and web. • Developed technological approach for Arlington County’s COVID-19 public health response. Using low/no code solution, developed COVID-19 contact tracing application for Arlington County Department of Health. Application was subsequently adopted by Virginia Department of Health for statewide case management.• As part of COVID response, managed and led a virtual environment for Arlington County’s court system in less than two weeks. Utilizing Microsoft Teams and Surface Hubs, virtual environment enabled court proceedings to continue virtually throughout the COVID-19 pandemic. • Drive data management efforts, including Arlington's data lake/data warehouse initiative to consolidate disparate data sources county-wide. Managed and led AI and ML efforts leveraging data architecture. Led the technical team of programmers, developers, architects and network engineers supporting corporate operations for the Consumer Electronics Show (CES), an annual, global event attended by more than 180,000 people and 4,000+ exhibiting companies. Responsible for aligning IT objectives and programs to CTA’s corporate strategies. Directed and developed overall IT roadmap for infrastructure and web development projects to support CTA membership growth and CES revenue growth. Managed CTA’s infrastructure, web development, IT security, and data integrity. Designed CTA’s 3-yr technology roadmap and digital strategy. Worked closely with all business departments and management levels to ensure on-time and on-budget IT project delivery. Provided overall tech strategy and execution for redesign of www.cta.tech, resulting in bounce rate reduction and overall increase in page visits and member utilization. Procured and drove the implementation of new Association Management Solution (AMS) software resulting in financial savings through elimination of manual intervention, data redundancy and data entry errors. Allowed organization to reach 2016 new member goals of 2,000+ ahead of schedule. Led the adoption of Agile development and business practices within the organization. Led the technical team responsible for development of digital healthcare solutions including clinical decision support applications, mobile apps and online learning platforms. Led technical direction of new inPractice.com website and ecommerce platform utilizing Sitecore/.Net/MVC. Managed numerous vendor partners, both domestic and international; chaired a cross-functional project team and worked closely with business owners, providing senior technical direction for requirements and deliverables. Delivered on-time and on-budget. Led a team of senior architects and developers on a set of enhancements to clincaloptions.com continuing medical education platform, including marketing automation and integration with Exact Target Marketing Cloud. Led development and launch of the inPractice mobile application, a comprehensive, specialty-specific clinical reference tool with interactive decision support resources, downloadable content for full use either on- or off-line, and synchronization with the inPractice.com website. Introduced and led the adoption of Agile development practices and Jira utilization to the organization, leading to increases in business owner satisfaction through greater transparency and cross-functional communication, as well as increased product quality through more sophisticated integration and testing capabilities. Led adoption and development of SharePoint 2010/2013 project portal used to store and track technical and project information. Led web development/technical efforts for digital marketing group with annual budget of $25 Million. Led technical program management for whyvw.com, launched as part of a $15 Million advertising campaign including print and TV. Supported digital marketing to drive customer engagement through this new social platform designed for first-person story sharing. Served as technical manager for vw.com’s shopping services. Led a team of technical vendors to develop of a suite of interactive solutions designed to shorten the sales cycle and drive cross-sell/upsell for prospects and current owners. Responsible for integrity of tens of thousands of individual data elements. Organized and developed new technical collaboration processes to streamline the updating of model information on vw.com, utilizing Agile processes to bring transparency and efficiency across multiple functional areas and customers.

Led quality assurance initiative for Blackboard Learn Consulting, a $65 million division of a $1.65 billion global organization serving higher education and K-12 markets. Directly managed a team of 7 leading the adoption of automated testing, creation of new testing procedures and testing process documentation, as well as project management for QA resources. Owned knowledge management process and oversaw SharePoint 2010 migration efforts for Blackboard Learn Consulting. Developed and executed on knowledge management strategy and data migration project planning, contributing to organizational efficiency gains and process maturation.

Oversaw a web development team of 10+ employees for a global defense contractor within an $8.4 million sector. Worked across multiple sectors and business lines to deliver web, server and other technical solutions. Served a diverse internal/external customer base that included more than 120,000 employees, the Department of Defense, and numerous private sector clients. Grew Navy contract from initial requirements phase of $3,000 to $1.5 Million in annual revenue. Owned technical management of corporate intranet application with over 100+ websites operating on ASP.Net/SQL 2005 architecture and serving 25,000+ employees. Managed server team overseeing application hosting, daily back-ups, Continuity of Operations Plan (COOP) creation, improving operational efficiency and reducing intranet maintenance costs.
