Directing Environmental and Permitting efforts for PSEG Interests in renewable generation and support facilities on the US East Coast. Providing strategic leadership and direction for environmental licensing and permitting related activities required to asses, plan and execute current and future projects within PSEG’s renewable energy portfolio. Developing and administrating environmental regulatory programs, policies and procedures for project siting, development, commissioning, operation and maintenance.

Lead the permitting and technical group providing environmental and permitting services to the Fossil generation stations at PSEG located in NJ, NY, CT and MD. Responsibilities include identifying and obtaining the necessary environmental permits for operations, all projects and builds, providing centralized governance, oversight and support for environmental programs, and providing technical expertise and field support for station environmental needs. Technical services include: developing scope, schedule and engineering recommendations and assessments that facilitate regulatory approvals and obtain permit conditions and requirements that support the needs of the specific projects, develop and review engineering recommendations and assessments of permit conditions and requirements of the specific projects and obtaining permits necessary to support the fleet. Managing annual department budgets for consultant / contracted services, including project planning, project implementation and overall cost, schedule and scope management to approved permitting plans. Managing licensing, permitting and environmental programs, technical and field services including the Environmental Management Information System (EMIS) and Continuous Emissions Monitoring Systems (CEMS), Remediation, Air permitting program, Air monitoring and testing program, Water Permitting Program, Regulatory Reporting, Land Use Permitting and Waste program to support the Fossil Fleet. Also managing consultant and contract associates and interacting routinely with external stakeholders, both regulatory and public / NGO, related to PSEG’s environmental programs and performance.

Keys Energy Center – Brandywine, MarylandLead all Permitting / Regulatory efforts for the overall project - including initial due-diligence, project siting, construction, startup & commissioning, and turnover to operations. The (greenfield) project included EPC scopes for a 755MW 2X1 Combined Cycle station, an eight-mile gas pipeline, along with a separate 2mile installation of off-site water/sewer pipelines, creation of a 13 acre Forested Wetlands mitigation site, creation of a 3 acre Wetlands Mitigation site, and closure of several former mining site environmental features. Bridgeport Harbor Generating Station Unit 5 – Bridgeport, ConnecticutPermitting / Regulatory lead for the overall project - including project development, construction, startup & commissioning, and turnover to operations. The (Brownfield) project consisted of remediating a 20-million-gallon oil tank farm and installation of a 485MW 1X1 Combined Cycle station. Sewaren Generating Station Unit 7 – Sewaren, NJPermitting / Regulatory oversight for the overall project - including project development, construction, startup & commissioning, and turnover to operations. The (Brownfield) project consisted of remediation of former site activities and installation of a 540MW 1X1 Combined Cycle station. Key activities included:Directed all permitting, environmental and regulatory aspects of the projects. Obtaining over 500 permits and approvals.Primary regulatory agency interface with New Jersey Department of Environmental Protection (NJDEP), Maryland Department of Environment (MDE), Connecticut Department of Environment and Energy (CTDEEP), Army Corps of Engineers (USACE), Environmental Protection Agency (EPA) Connecticut Siting Council (CSC), including County and local agency. Developed and implemented an operational turn over plan for all environmental aspects of plant operations.

Manager of PSEG Fossil’s Fleet’s Environmental Management Information System (EMIS), Continuous Emissions Monitoring System (CEMS), Special Environmental Projects, and Environmental Emissions Accounting. Supporting all aspects of Environmental and Regulatory programs that specifically affect PSEG’s Fossil Fleet, continuously developing and implementing innovative solutions to thousands of Environmental requirements for Generation Stations in NJ, NY, CT and TX.

Coordinates environmental programs to ensure the regulatory compliance of PSEG’s power plants in New Jersey, Connecticut, New York, and Texas. Inspects the work areas and work procedures and makes environmental recommendations accordingly. Maintains and updates environmental policy and procedure manuals. Ensures compliance with and trains employees on all environmental regulations, and keeps abreast of any changes to laws and regulations that impact the organization.
