Assigned to the USFS Washington DC office as the Conflict Management & Prevention Center (CMPC) Manager for USDA, Forest Service Work Environment and Performance Office (WEPO) Intermountain Region. This region encompasses nearly 34 million acres of National Forest System lands (the largest in the nation). The Region covers 13 National Forests and one National Grassland within Utah, Nevada, western Wyoming, southern Idaho, and a small portion of California. Four major geographic provinces come together to form the Intermountain West: The Great Basin, Colorado Plateau, Middle Rocky Mountains, and Northern Rocky Mountains.

Hill Afb, Ut 84056 United States

Program Manager/Supervisor for a multidisciplinary program focused on resolving organizational distress for employees and building relationships with both management and employees at Hill AFB and additional geographically separated installations across the globe. Works directly with Judge Advocate General, Department of Defense and local personnel office, Occupational Medical Staff leadership, USAF Security Police, and local and local national Union leaders. Key advisor to the Commanding General at the Ogden Air Logistics Complex and the Director of Staff. Ensures that all EEO laws and policies are followed, assist leadership in establishing clear performance expectations for employees to follow. Additionally, actively support and comply with all applicable security and safety policies and programs.

Manages constituent cases responding to requests and resolving issues through investigation, intervention, arbitration, and facilitation. Has direct responsibility to support Cache, Summit, Box Elder, Morgan, and Rich counties. Dave is the congressional liaison to Utah State University, Veterans Affairs, U.S. military members, Department of Defense, Office of Personnel Management (OPM), and the U.S. State Department.

Hill Air Force Base, Utah.

In this management position, he was responsible to the Commander, a Flag Officer at Ogden Air Logistics Complex, as well as staff and group leadership, directly supporting more than 8,500 personnel performing depot maintenance, repair, overhaul, and modification of the A-10, C-130, F-16, F-22, and F-35 weapon systems, and the Minuteman III Intercontinental Ballistic Missile system. The Complex also oversees the national-level airpower reservoir for aircraft storage, reclamation, regeneration, and disposal at Davis Monthan AFB, Arizona. Additionally, this organization produces aerospace commodities that include electronics, avionics, instruments, power systems, and software for the assigned weapon systems, and is the landing gear center of excellence for the U.S. Air Force. The Complex’ responsibilities extend to operating locations in Japan, Colorado, Nebraska, Texas, California, Florida, Wyoming, North Dakota, and Montana. The Ogden Air Logistics Complex directly supports a global supply chain enabling Department of Defense and allied combat operations.

Hill Air Force Base, Utah

In this capacity, he was an advisor to seven group directors at Hill Air Force Base as well as the Complex commander. Mr. Hipp worked with employees to match needed services and ensure they were receiving all entitlements available. He collaborated with Inspectors General, Congressional offices, Staff Judge Advocate, as well as state, local, and federal agencies. He navigated through bureaucracies and processes on a daily basis to maintain morale, support, and discipline for over 8,500 employees and their families. Mr. Hipp is a certified level four, Federal Mediator providing mediation for the Federal and State Courts and agencies.

Hill Air Force Base, Utah.

Prior to his duties as an Advocate, Mr. Hipp was the Chief of Supervisory Training for the Ogden Air Logistics Complex, Hill Air Force Base, Utah. He managed, developed, and directed all management training requirements for the entire Complex. He developed the U.S. Air Force Supervisors’ Course, and later went to Air University to initiate the U.S. Air Force Supervisors’ Computer-Based Training program, which is now used to train all civilian supervisors in the Department of the Air Force.

Entered the United States Air Force in 1983 and served at all levels of responsibility. Mr. Hipp was selected as an Aide to two General officers at Hill Air Force Base, Utah, as well as the Aide for the Commander and Vice Commander of Air Force Material Command, Wright Patterson Air Force Base, Ohio. He has deployed throughout Southwest Asia to include Saudi Arabia in 1991 during the first days of Operation Desert Storm, and in 2004 deployed to Iraq, as a First Sergeant with the 729th Air Control Squadron. He and his family have lived at various assignments stateside and overseas. He was nominated by U.S. Air Force Vice Chief of Staff, General Lester Lyles, to serve as a military aide to then Vice President Al Gore. Mr. Hipp retired from active duty service in 2005 and entered the Civil service at Hill Air Force Base, Utah.
