I was the Author of the AACE International Recommended Practice No. 57R-09, Integrated Cost and Schedule Risk Analysis using Risk Drivers and Monte Carlo Simulation of a CPM Model, which was revised in 2019 . Also, RP 85R-14 Use of Decision Trees in Decision Making was published in 2014.

In 1998 the PMI Risk Management SIG asked Dr. Hulett to lead an international group of risk management experts to revise the Risk Management Chapter of the 2000 edition of the PMBOK(R) Guide, PMI's most important document and standard. We completely rewrote Chapter 11 of the Guide.From 2003 to 2006 I was on the Core Committee and again the lead of the Risk Management chapter of the PMBOK(R) Guide 3rd edition. In 2003 I joined the Core Committee for the Practice Standard for Project Scheduling and served until I became the Deputy Project Manager of the Practice Standard for Project Risk Management. With colleagues David Hillson, Kik Piney and Cindy Berg we developed this high-level document of risk management principles. The Practice Standard was published in 2009.

TRW, recently acquired by Northrop Grumman, is in the electronics and defense industry, Dr. Hulett was hired as a Director, Development Planning for the Electronics and Defense Sector, conducting strategic planning, technology transfer and acquisition analyses. He became the Director, Research for the Commercial Electronic Equipment program, supervising a $500,000 coonsulting contract concerning acquisition planning. He was Director, Development Planning for Systems and Equipment in the Electronic Components Group, where he researched and prepared acquisition and strategic plans for the Group

Dr. Hulett was Director, Research in the Oil Shale Planning Department for TOSCO Corporation. In that position he researched and prepared strategic plans for Tosco’s domestic and international oil shale business. He was the main author of the economics volume of the company’s successful application for a billion dollar loan guarantee from the Department of Energy for the development of the Colony Oil Shale Project.

Dr. Hulett joined the Federal Energy Agency (FEA) in early-1977 as the Deputy Assistant Administrator for Data and Analysis of the Energy Information Administration, There he managed 120 professional operations research and economic analysts and staff in the conduct of energy economic supply and demand forecasts and analyses of energy policy decisions.After the FEA became part of the Department of Energy, Dr. Hulett was the Director of the Office of Energy Source Analysis, was a charter member of the Senior Executive Service, with responsibility for analysis and forecasting of oil, gas, coal, electric power including nuclear power and newly-emerging technologies.

The roles of that Statistical Policy Division were to oversee the preparation of the statistical budgets of the federal government agencies, to coordinate the statistical programs between agencies, and to review and clear statistical survey forms. Dr,. Hulett managed a staff who had responsibilities for the economic statistics programs of some 20 agencies including the Bureau of Labor Statistics, Census Bureau, Bureau of Economic Analysis, Statistical Research Service (USDA), Federal Trade Commission and Energy Information Administration. He also conducted the public reviews of the controversial forms of the price control agencies, the Cost of Living Council, Pay Board and Price Commission.

Dr. Hulett was a Research Economist in the Division of Research and Statistics at the Federal Reserve Board (FRB). The responsibilities included estimating equations for financial sectors for the FRB-MIT-Penn Econometric Model of the United States.

Dr. Hulett had responsibility for developing and teaching undergraduate courses in Money and Banking and in Capital Markets as well as teaching sections of the introductory economics course. He was consistently rated as one of the best teachers in the department.
