Chief Master Sgt. David S. Jackson is the Command Chief, 403rd Wing, Keesler Air Force Base, Miss. Chief Jackson leads the enlisted force and advises commanders on matters impacting the enlisted force, such as proper utilization, readiness, professional development, training and quality of life issues. He ensures the commander’s policies are widely publicized and understood by the enlisted force and serves as the functional manager for all assigned first sergeants. The 403rd Wing is an Air Force Reserve C-130J unit equipped wing that’s mission is to train, equip and employ airlift forces in global support of the nation’s interests. This includes the only weather reconnaissance mission in the Department of Defense as well as tactical airlift and airdrop, aeromedical evacuation and agile combat support.

Serves as the Program Manager for Air Force Lean/Six Sigma Continuous Process Improvement (CPI) and Air Force Lessons Learned (AFLL) programs in order to build and maintain organic problem solving and lessons learned expertise. Assists the organization's senior management officials and process owners, SME's, and others in defining project scope, priority and staffing, with particular emphasis on the difficult nature of projects that cut across organizational lines. Provides advice and assistance to process owners on the design and implementation of measurement systems and corresponding metrics needed to assess the performance of the organization's key processes. Conducts long­ range, comprehensive performance management studies to determine the impact and outcome of CPI initiatives.Administers Strategic Alignment (SA) and Enterprise Value Stream Analysis (EVSAs) where the scope of the studies and metrics are extremely broad due to various and unique mission requirements. Advises and assists teams with process mapping to identify opportunities for improvement and minimize waste. Plans, organizes, and directs team studies to facilitate process improvement and problem solving activities. Ensures organizational strategic roadmap and key processes are aligned with strategic plan. Reviews trends of unit performance and coordinates with functional counterparts to improve results. Assists unit representatives in development of get well and Corrective Action Plans (CAP) to ensure Root Cause Analysis is performed and preventive actions are sustainable across the enterprise.
