Our team research, analysis of best practices, emerging technologies, tools, and methodologies that will improve project outcomes, optimize efficiency, productivity, and quality, within the Federal Construction space. Develop and deliver educational programs, workshops, and training sessions to promote awareness and adoption of technology and best practices. Actively lead the technical response to proposal requests, including developing solution strategies, defining technical approaches, and crafting proposal content. Utilize constructability principles and tools to evaluate project designs and identify opportunities to optimize constructability, efficiency, and cost-effectiveness. Collaborate with design teams, contractors, and project stakeholders to integrate constructability considerations into project planning and execution.

Served as project team liaison with local municipal and State of Oklahoma highway authorities for road and highway infrastructure improvements supporting the project. Responsibilities include resource vetting and selection, budgeting, work phasing, and scheduling. Planning comprises six miles of water lines, fourteen (14) miles of sewer lines, ten (10) miles of electrical distribution, six (6) miles of internet cabling, ten (10) miles of State highway, and eight (8) miles of county roads with a total spend of approximately 192M dollars.Concurrent with infrastructure and government coordination, I also coordinated master planning, budgeting, and utility infrastructure for 1,500-unit employee housing development with rehearsal studio facilities and American Heartland Preview Center and meeting facilities. The total budget is 150M to 185M dollars.Project paused to secure State funding for municipal and state road and utilities improvements. The Cumming service team to American Heartland was disbanded.

As Director I led Senior Project Managers, Project Managers, Associate Project Managers and Project Coordinators focusing on implementing multi-phase, multi-year, mechanical and electrical Infrastructure, vertical circulation, roofing and building envelope projects for the 5M SQFT USAA headquarters campus in San Antonio and multiple TX cities, and other locations in AZ, FL, NC. Activities included performance management, project guidance, oversight, resources; monthly project cash-flow projections; dashboard development. 2023 capital project $120M. Project range $180K to $38.9M. My friend, colleague, and peer, Paul Montgomery, is also a CBRE Director focusing on USAA Renovation projects. Our Program Management Office (PMO) team of five (5) provided budget oversight of the Discovery Global Headquarters (GHQ) project in New York City. Work included monthly forecasts, accruals, payment processing, change order approvals, procurement, client reporting, team protocols. development of procedures and playbooks for Project Management and Facilities Management. Capital project totaling $208M. Our PMO team including: Yoav Gluckman (now CBRE Finance Manager w/ our TD Bank team), Ryan Blake (now CBRE Associate Project Manager with our CBRE GWS PJM Principal Project group), administered reporting, monthly forecasts, accruals, contractor payments with the support and guidance of our CBRE Finance counterparts, Diane House and Chris Lovino. Jeff Batterton and I co-founded PARADIGM GROUP, a Tulsa design-build company. I performed numerous forensic evaluations supporting the Project's completion; a project that I had previously led as District Project Construction Manager, while with the Federal Reserve Bank of San Francisco. I provided oversight of permanent construction solutions resolving design and construction issues, closeout commissioning (CX), punch-list closeout, warranty closeout; all of which supporting the release of $1M in project retainage.Areas of forensic investigations and construction activity included: Architectural Precast Quality Control, Access Floor System Finish Failures/Delamination, Resolution of Emergency Generator Fuel Oil System Operational Sequences, Concrete Floor Failures.Activities included: floor replacements (construction defect) for the Shipping and Receiving processing rooms; secure dock accommodations for armored vehicles (design defect); identification of contributing factors aesthetic failures of Architectural Precast (design coordination failure); an innovative concept for the retrofit of access panel flooring, which addressed sheet vinyl flooring delamination (design defect), with powder coated steel cover panels.

Led project management team designing and construction retail banking centers across a regional footprint of seven (7) Midwestern states; OK, TX, AR, KS, MO, NM, CO. Work included site due diligence, prototype development, entitlements, Privately Funded Public Improvements (PFPI), and equipping prototypical branches. Refined traditional work process with our prototypes, modular construction methods and component assemblies to reduce construction durations by 50 percent, making our organization nimbler and more profitable. Capital projects totaling $85M+.Concurrent with leading the project management team, performed as Regional Facilities Manager responsible for maintenance and refresh projects for thirty (30) branches in NE Oklahoma, maintenance, support, and refresh projects for multiple corporate office environments (BOK Tower) and back-of-house processing locations (Tech Centers), and management of a staff of twelve (12) planners, project managers, engineers, and service technicians.

I was responsible for a team managing projects from conception through occupancy in five (5) western states. Our work included due diligence, definition of technical and design requirements, and management of design and construction teams. Projects included the $50.1M Seattle Branch replacement, automated materials handling vault equipment installations for the San Francisco and Los Angeles offices, multiple office restacks and renovations, security and infrastructure projects for facilities in San Francisco, Los Angeles, Seattle, Portland, Salt Lake City and Phoenix, and building automation, security, and fire alarm systems replacements for the Los Angeles Branch.During this period, I also served as the Facilities Manager for the Los Angeles Branch, with a staff of twenty-three (23) professionals, technicians and specialists.

I provided oversight of facility programming, pre-design, on-site construction management and equipping of the $20.8M Phoenix Operations Center, the first FRB Cash-Only facility. This work included relocation to Phoenix to oversee site activities for the duration of construction, between March 2000 to August 2001.I worked closely with Michael Blanks, Deborah Awai, Roger Replogle, Mark Mullinix and representatives from the FRB Cash Product Office (CPO), based in Los Angeles at the time of this project.

I performed as the Owner's construction representative overseeing programming, design, construction and equipment installations for the $12.8M, multi-phase, multi-year, renovation of the Oklahoma City Branch. Our team's work also included recovery, temporary and permanent repairs to the Branch resulting from the neighboring Alfred P. Murrah Building Bombing (1995).

I managed our design teams production and quality assurance, and generated specifications and construction oversite for projects including: K-12 schools; commercial kitchen facilities for the Oklahoma National Guard; multiple administrative office, charity and church projects for the Oklahoma Archdiocese; retreat centers; community centers; office buildings and renovations; multiple clinical office projects for Edmond Regional Medical Center; multiple Oklahoma State Capitol renovations and memorials, including preliminary planning for completion of the Capitol with a dome structure; municipal fleet maintenance facilities; re-roof projects; cold storage facilities; distribution centers and manufacturing facilities; curtain-wall forensic evaluations for USPS facilities.I managed a team of four (4) design professionals, and reached the level of Associate, at the time of my departure from the firm in 2004.

I was given an opportunity to lead a small team of professionals to program, design and provide construction oversight for numerous projects including: Jefferson County Juvenile Detention Center; special education facilities; office building renovations for Carson & Coil Law Offices and Central Electric Cooperative; multiple clinical offices for St. Mary's Hospital; manufacturing and distribution projects for ABB and Scholastic Inc. This opportunity was unique because our office was focused on a very-large projects for the National Guard and the Jefferson City School District.During this period I also sat for the four day, 33-hour, architectural licensing exam, and secured my Missouri license. And, I owe my success to my wife, Carolyn, who quizzed me every night for 6-months to prepare for that exam; Seth Evans, Randy Allen and Larry Brandhorst of the Architects Alliance, which acclimated me to site topography design; Paul Meyer, who afforded me opportunities to manage all aspects of design, detailing, specification writing, bidding, construction administration and FF&E installations within 10 months of my joining Meyer Architects.

At Meyer Architects, I worked with Steve Weeks, a master of design detailing, and Kenny Goodwin (architecture school classmate). We generated designs for a new office building design and renovations for the State Insurance Fund of Oklahoma, designs for Clinton Middle School additions, renovations at the State Capital, which included reconstruction and expansion of the offices of the Speaker of the House.Within 10 months of joining Meyer Architects, Paul Meyer began assigning me to manage design development, specifications, construction documents and construction administration for a broad range of project assignments including: multiple projects for Southwest Oklahoma State University, the design and construction of the Weatherford Pioneer Center, a senior citizen's community center, and the City of Weatherford municipal fleet maintenance facilities.Working with Architectural College colleagues, Kenny Goodwin and Dave Stanton, together we designed the Auburn Newborn Retreat Center, at Turner Falls; designed and constructed technical education and commercial kitchens projects for Clinton and Anadarko Public Schools; multiple projects for the Oklahoma State Capitol in the form of renovations and memorials; the City of Oklahoma City - Fire Station 5; miscellaneous re-roof projects, cold storage facilities, distribution centers and manufacturing facilities.
