In this position I implemented new programs to assist Australia's small and regional publishers to continue to produce public interest journalism. I was also responsible for media control and diversity, and sports broadcast rights including the anti-siphoning framework and initiatives to support under-represented sports on television.

I was responsible for advising the Government on Australia's media regulatory framework focussing on Australian and children's programming, classification, community standards and accessibility issues. In this position I led the development of new rules to restrict gambling advertising during live sports events, new local programming obligations, and a range of deregulatory measures.

With the election of the Abbott Coalition Government I was asked to lead the first stage response to the Digital Government election commitments. During this period the team conducted the first Commonwealth Government wide stocktake of services, both traditional and digital. The stocktake provided an accurate picture of the state of digital service delivery at the time and identified priorities across government for future work. This work also required the development of a conceptual framework for describing services including key functions such as service scope, customer information, communications platforms, service eligibility and payments. My team looked at international leaders such as the UK's Government Digital Service for examples of how digital government services could be coordinated and developed. I also stood up the new e-Government Branch within the Department which was tasked with driving this work.

During this time I led development of the Digital First policy for prioritising digital service delivery within Government, announced at the June 2013 Digital Productivity Conference by then Minister Stephen Conroy. I also worked with the Department of the Treasury to re-examine regulatory settings for the tax treatment of Employee Share Schemes, and Crowd Sourced Equity Funding.

Led the Department's support of the Independent Review of Media Regulation (the Convergence Review). The Convergence Review was a thorough re-examination of Australia's media regulatory framework in light of the industry disruption and opportunities posed by new, less regulated services on the Internet. The Review resulted in significant legislative reform, particularly to Australian programing obligations on commercial broadcast television..
