Served as the Director of Safety and Health for the National Oceanic and Atmospheric Administration (NOAA), and advisor to the Deputy Under Secretary in all SOH matters. I provided command leadership in and am delegated full responsibility for development, direction, management, implementation, promotion, and evaluation of SOH program for NOAA, its subordinate elements, installations, and activities. I developed safety program vision, policies, strategic goals and objectives, specialty programs, and plans, to prevent accidents that may result in injury and damage to agency materiel and/or public and private property.

Served as the Director of OSHA’s Office of Technical Programs and Coordination Activities. I was responsible for managing the staffing and processing all variance requests. A variance is a regulatory action that permits an employer to deviate from the requirements of an OSHA standard under specified conditions. Processing a variance request requires an in-depth understanding of OSHA’s compliance standards and the reasoning behind the standards to assess alternative procedures and determine their ability to provide safe working conditions. Additional responsibilities also included oversight and management of OSHA’s Nationally Recognized Testing Laboratory (NRTL) Program. The NRTL program recognizes private sector organizations as meeting the necessary qualifications to determine whether products meet consensus-based standards for safe for use in the U.S. workplace.

Grafenwoehr Germany

Served as the 7th Army/JMTC Safety Program Director and advisor to the CG, JMTC for all safety and occupational health matters. I developed and managed loss control programs that cover military and non military-unique workplaces and operations. These loss control programs encompassed: aviation safety, facility safety oversight, facility maintenance oversight, fire prevention, and family safety. My responsibilities often required me to establish and maintain liaison with the DA Safety Officials, other military services, German counterparts, and other German government agencies to ensure cooperation on matters of mutual safety interests. I served as the senior professional and technical consultant on all safety matters, to include tactical operations, aviation operations, range operations, explosives storage, vehicle operations, industrial operations, and construction. I developed resources and provided oversight to driver training programs, safety training programs, and safety program management. I planned, directed and managed the safety aspects of all training on US Army Europe (USAREUR) Local Training Areas (LTAs), Major Training Area (MTAs) and training of US Forces on Host Nation MTAs. The overall program encompassed all assigned, attached and training military units and personnel, the civilian workforce and family members. Represented the command in meetings and negotiations with USAREUR staff, the German military establishment, and other NATO and Allied countries' representatives on technical matters related to range and training safety.

Served as Director, 8th Army / US Army Korea Safety and Occupational Health (SOH) Program, a major command within Department of Army, and advisor to CG, 8th Army in all SOH matters. In this capacity, I also served as the Deputy Director, US Forces Korea Safety Program. I provided command leadership in and was delegated full responsibility for development, direction, management, implementation, promotion, and evaluation of SOH program for 8th Army units, their subordinate elements, installations, and activities. I developed safety program vision, policies, strategic goals and objectives, specialty programs, and plans, to prevent accidents that may result in injury and damage to military materiel and/or public and private property. I worked closely with commanders and senior staff members to ensure safe practices, procedures, and principles are integrated into operations. This encompassed military training, exercises, maneuvering, and operations of complex war fighting equipment. I served as the senior professional and technical consultant on all safety matters, to include tactical operations, aviation operations, range operations, explosives storage, vehicle operations, industrial operations, and construction. I planned safety and occupational health aspects of major tactical and contingency operations. I work with host nation representatives to resolve specific problems. I provided safety oversight of complex range operations in Korea to include management and control of risks associated with non-standard ranges. I managed and developed controls for non-standard explosive storage facilities and coordinated risk acceptance procedures. I served as the Command representative to the DA SOHAC, DA Explosives Safety Council, and DA System Safety Technical-Advisory Committee, influencing Army policy in SOH issues.
