Asset Management• Provide guidance and oversight for Department of the Navy (DON) asset management. This includes writing white papers to develop or explain changes in accounting policy, supplementing accounting guidance to Navy commands, and developing new policies and guidance to fill gaps or improve operations. • Develop and execute corrective actions to remediate independent public accountant (IPA) notices of findings and recommendations (NFRs) for all areas of asset management including establishing controls, developing baseline valuations, and creating methodologies to accumulate and relieve construction in progress for new capital assets. • Conduct long term planning and allocate resources to establish programs to solve large systemic issues preventing audit readiness. This includes change management and training to establish a control environment and eliminating the need for significant substantive testing.

Financial Management Officer Headquarters Marine CorpsReserves• Develop and document process to differentiate validation procedures on corrective action based on the prioritization of audit remediation initiatives.• Develop and refine Plan of Action & Milestones for the execution of the quarterly review of audit remediation corrective action plans, which prioritized workloads and more efficiently utilized RFK resources.• Conduct comprehensive review and provided recommendations for revisions on key supporting documents within the Statement of Assurance corrective action review process.• Oversee the work of all IMA Marines within the section, including scheduling drills, tasking and review of work products, and administrative requirements such as fitness reporting.Detachment Commander 2nd Civil Affairs Group• Lead a detachment of Marines to prepare for civil military operations. This includes coordinating with foreign governments, local civilian populations, nongovernmental organizations, and international organizations in order to help the Marine Corps or allied units achieve their mission.

Defense Systems Analyst Headquarters Marine CorpsActive Duty• Policy and Procedures, Accounting Branch. Responsible for quarterly variance analysis for the Marine Corps’ financial statements. Developed user manuals for the Marine Corps’ Standard Accounting, Budgeting and Reporting (SABRS) accounting system and its feeder systems. Conducted Office of the Undersecretary of Defense (Comptroller) and Department of Defense Inspector General directed quarterly variance analysis on the Marine Corps’ financial statements and produced desktop procedures for the analysis.• Manpower Program Analyst, primary manpower analyst responsible for the development of the Program Objective Memorandum (POM) for the Marine Corps. Used the Marine Corps’ Program and Budgeting Documentation Database (PBDD) to verify, compile, and synthesize requirements and projections for a $16 billion account that makes up over 60% of the Marine Corps Budget and presented recommendations to senior Marine Corps leadership. • Aide-de-Camp for the Deputy Commandant (DC) for Programs and Resources.Financial Management Officer I Marine Expeditionary Force• Deputy Disbursing Officer, I MEF. Led a section of 8 Marines and oversaw all disbursing activity in central Al Anbar Province, Iraq, including reporting, contract certification, developing and executing internal controls, safeguarding funds, and developing payment policies and procedures for over $100 million in cash payments. • Disbursing Officer, 15th Marine Expeditionary Unit. Primary advisor to the Commanding Officer on Financial Management matters and responsible for a 3 person team of Marines including reporting, contract certification, developing and executing internal controls, safeguarding funds, developing payment policies and procedures during a deployment which included the 2003 invasion of Iraq.

Accounting and Financial Management Process Improvement• Serves as the team lead for Funds Balance with Treasury Financial Operations Improvement Team, which analyzed and redesigned governmental financial management and accounting processes to comply with applicable rules and regulations, and to improve efficiency, accuracy, and the control environment.• Creates documentation, including desktop guides and standard operating procedures, to explain and implement process improvements throughout the organization, and to provide material for financial statement audit and ICOFR testing.• Established and published quality and compliance standards and criteria and ensured that Individual Audit Teams (IATs) were aware of the deliverable standards and criteria by producing and conducting briefings and trainings. Completed detailed training and evaluations of current (as-is) processes, including flow charts, process narratives and internal control evaluations and documentation. • Monitored the completion of audit readiness deliverables by defining key performance indicators and metrics, collecting and measuring metrics across the program, and managing internal and external performance reporting. Created and maintained quality assurance (QA) checklists and managed, tracked and reported all QA reviews. Financial Systems Controls Evaluation• Developed and executed a process to integrate the findings regarding systems from the Financial Statement Audit Readiness with the IT Audit Readiness portion of the DLA Audit Readiness project. This improved the quality and reliability of the results of the FISCAM and FFMR testing. • Conducted FFMIA testing for a DoD financial system. This included reviewing test scripts for validity and adherence to FFMIA requirements, executing test scripts and evaluating the results of the testing, as well as providing quality assurance reviews on completed testing and evaluation documentation.
