The Branch has two Sections: the Superfund Resource Management Section and the Scientific Support Section with responsibility for contracts/grants management for the Superfund Division, providing scientific and technical support to Superfund and other regional programs, and providing financial/budgetary management, coordination and support for the Division. Superfund Division contracts/grants management includes administration of all Superfund contracts, coordination for Superfund state program activities, coordination of Superfund Memorandum of Agreements, administration of Interagency Agreements, and Technical Assistance Grants. The Branch is responsible for providing professional scientific and technical expertise in the development and review of regulatory products ensuring that these are scientifically sound and consistent with Agency policy and regulations. The Branch also has responsibility for remedial technology innovation and resource/remedy optimization expertise through coordination associated with the Office of Research and Development liaison. The Branch includes the Superfund Division budget staff as part of the Branch Immediate Office which provides budgetary and financial planning, coordination and information to the Division. Additionally, the Branch is the focal point for the Division Quality Assurance coordination, the interpretation and implementation of national policies with respect to contracts management associated with small and small disadvantaged business enterprise programs, Federal Managers Financial Integrity Act assessments, Regional Management Team co-chair, annual acquisition planning, and national work group participation for development of policies. The Branch Chief serves as the coordinator for Division activities in relation to the regional laboratory out of Region 4's SESD- Athens facility. The Branch Chief also serves as the primary training coordinator for Superfund programs in the Region.

Superfund Remedial Branch, Section C

Section C is comprised of 10 Remedial Project Managers (RPM) with responsibility for 70 Superfund Sites in 7 southeastern States. Section C RPM's have been consistently recognized regionally and nationally for excellence in project management, community engagement, and advancing cleanup. Noteworhty accomplishments include:• American Recovery and Reinvestment Act (ARRA) - Beginning in 2009, Section C succesfully accelerated cleanup and created jobs at four Superfund sites by being prepared to quickly respond to a national call for "shovel ready" projects. Collectively these projects provided $21.5 million for cleanup and resulted in the creation of 71.5 jobs over three years.• President's Jobs Initiative Program (PJIP) - In 2012, Section C again was able to quickly respond to an urgent call for construction projects to put "boots on the ground" by providing two of the four Superfund projects selected nationally for the PJIP.As Section Chief, responsible for programmatic planning, facilitating site/project progress, and serving as remedial liaison for the States of Florida and Georgia. Developed the Human Capital Strategy for the Superfund Remedial Branch providing a quantitative analysis in support of workforce transition and strategic hiring decisions. Responsible and accountable for assessing and remediating eleven assigned Superfund sites, including enforcement-lead, fund-lead, and a federal facility for the purposes of evaluating public health and welfare and environmental threats; identifying remedial alternatives; and, recommending and implementing remedies. This involves: establishing data quality objectives; conducting site investigations; collecting and analyzing data; determining the nature, extent and exposure pathways for contamination; identifying and evaluating treatment technologies; incorporating appropriate treatability studies; identifying applicable or relevant and appropriate requirements; ensuring community involvement, developing remedy selection documents, conducting and managing remedial design; directing and overseeing remedial construction; managing and evaluating schedules; ensuring the technical soundness of remedial actions; conducting inspections and five-year reviews; and, coordinating and facilitating the reuse of restored properties. Key Accomplishments:• Anniston Army Depot - Revision of Site Management Plan; Remedial Investigation of OU1; RD for OU2; ROD and RD/RA for OU3; PA/SI for OU4 (MMRP); and, PA/SI for OU5.• Coleman-Evans Wood Preserving - OU1 (soil & groundwater) remedial action (~$66.5 M); focused RI/FS for OU2 (residual dioxin in soil); ROD for OU2; OU2 RD/RA; and, Construction Completion.• Escambia Wood Treating Company - OU1 (soil) RI/FS and ROD; expanded and performed residential relocation interim action (third-largest EPA relocation); OU1 RD and RA start; and, OU2 (groundwater) RI/FS and ROD.• Former Spellman Engineering - Sitewide RI/FS and ROD; performance-based RD; and, initiated negotiation of a third-party voluntary cleanup (~$14 M savings to Superfund).• Whitehouse Waste Oil Pits - Completed ~$14.5 M Remedial Action and Construction Completion.

Direct programmatic responsibility for U.S. Army Corps of Engineers - Omaha District HTRW contract, Gannett Fleming Inc. (EPA Region 4 ROC) subcontract, and EarthTech (COA SSES) subcontract. Deputy Program Manager for EPA Region 4 Regional Oversight Contract (small business). Atlanta Office Manager responsible for supervision, management, and providing technical guidance to a multi-disciplinary staff based in Atlanta; reporting to Southeastern Regional Manager. Provided advice and recommendations to the Southeastern Regional Manager on programmatic issues, planning, resource needs, and business development. Project Manager and technical lead for EPA regional oversight tasks at the Paducah Gaseous Diffusion Plant, MacDill Air Force Base, and Marine Corps Recruit Depot Parris Island, and Project Manager for the City of Atlanta Sewer System Evaluation Survey subcontract.

Oak Ridge Operations Manager, responsible for line management, program management, and overall business accomplishments for the Technical Solutions business unit (engineering, nuclear, environmental and information technology services). Responsible to the President/CEO and Board of Directors for planning, establishing, tracking, and meeting the Annual Business Plan. Additional responsibilities included primary customer interface, business development/proposal management, defining resource requirements, managing staff and front-line supervisors, development and implementation of the corporate management information system, quality assurance, and health & safety programs, and direct contract assignments for geologic and environmental projects.Business development and proposal management activities included two major contracts: Miscellaneous Engineering Services, a multi-year multi-million dollar contract providing engineering support to five DOE facilities; and, National Security Project Office Language Services, a multi-year services contract to provide secure high-level foreign language translation services for treaty negotiations and enforcement. Successful business development led to the establishment of satellite offices in Paducah, KY and Portsmouth, OH.

Oak Ridge, Tn And Anniston, Al

Project Manager/Geologist, principally served as Project Manager, Field Manager, geologist/ hydrogeologist and technical lead for more than twenty environmental investigations at DOE and DoD facilities throughout the southeast. Additional responsibilities included environmental compliance inspector, quality assurance auditor, and lead environmental compliance oversight for the Anniston Chemical Weapons Demilitarization Facility (ANCDF). The CERCLA and RCRA investigations of hazardous, toxic and radiological waste sites included sampling and data collection from multiple media (structures, air, surface soil, subsurface soil, surface water, sediment, groundwater, and waste materials), analysis and interpretation of the resulting field and laboratory data, and the written and/or oral presentation of the results to stakeholders, regulatory agencies and the general public. Significant accomplishments included receipt of the SAIC Teamwork Award, and key contributions to the successful permitting and construction start for the ANCDF.
