Technical Director Southwest Region
Overall responsibility for all technical aspects of the region. Duties include business capture, proposal development, writing and management. Efforts included; Communication Transport Systems (CTS), SSES Next Gen, Electronic Proving Ground and Yuma Proving Ground Mission Support Contracts, as well as the ITSM Task Order on TEIS 3 Contract. Technical Director
Overall responsibility for all technical aspects of the Electronic Proving Ground, the Army’s Major Range & Test Facility Base (MRTFB) dedicated to the testing of tactical C4ISR and networks as well as specialty areas of testing: systems of systems, distributed systems, Global Position System receivers, electronic warfare, information operations, TEMPEST, electromagnetic interference/compatibility, antennas, and system performance. Overall responsibility for the R&D of specialized hardware and software necessary to accomplish testing. Successfully justified and received increased funding for research and development of test tools for FY 2008, 2009, 2010, 2011. Improved quality of test products delivered to customers. Developed Strategic Plan. In close cooperation with the then Commander of EPG (2005), redesigned the organization to increase efficiencies. February – May 2006 served as the Director of the Electronic Proving Ground between the assignment of Colonel level Commanders.
Chief, Test Engineering Division
Responsible for the accomplishment of the test and test engineering mission within the Electronic Proving Ground. Managed through four subordinate branch chiefs, an average of 40 test project managers who in- turn managed and engineered approximately 200 programs annually. Maintained a customer reimbursement rate above 80% within the division, which generated an average of $30 million in revenue per year. Assigned tests ranged from small, but complex laboratory tests to large complex distributed 0pen air field tests. RAM/ILS data collection is associated with most large tests and many smaller test events. Vast majority of all projects were accomplished on/ahead of time and on/under budget and estimated cost. Created/established a strategic planning office within the division to market EPG and coordinate the “sales” efforts of assigned test project managers and engineers. Increased division’s revenue over 10% annually. During this period, EPG, having been placed, organizationally under the White Sands Missile Range, once again became a separate command.
Chief, Distributed Systems Division/Branch
Responsible for the testing and test management of distributed testing of Command, Control and Communications systems and networks through 15 test project managers. RAM/ILS data collection is associated with most large tests and many smaller test events. Maintained a customer reimbursable rate averaging over 80% producing revenue between $7 and $15million annually. Majority of assigned projects were accomplished on or under budget. During this period, the Electronic Proving Ground was placed organizationally under the White Sands Missile Range as a result of down-sizing within the Army. As a result of this organizational change organizational title changed from Division to Branch

Chief, Electrical Systems & Electromagnetic Effects Team
Responsible for the air worthiness aspects of electromagnetic effects (electromagnetic interference, compatibility and vulnerability, lightning, EMP, and electromagnetic hazards) and the ability of aircraft wiring to support additional electrical loads. Lead the government E3 efforts which hardened the Blackhawk, Apache, Cobra, Kiowa (observation and attack) helicopters to protect against high power radio frequencies to include the RF levels encountered on US Navy ships. Aircraft were hardened to survive and successfully operate within levels found on US Naval ships and other tactical environments.
Chief, Radars And Sensors Branch
Responsible for the management of system testing through subordinate test project managers. Projects responsible for involved the testing of unmanned aerial vehicles, tactical data systems, and JSTARS. RAM/ILS data collection was a component of most of the projects/programs assigned to the Branch.
Chief, Electromagnetic Interference (Emi) & Tempest Branch
Overall responsibility for accomplishing the EMI and TEMPEST test mission of the Electronic Proving Ground. Responsible for the management of EMI and TEMPEST tests through 8 test project managers, the development of new customers and business, as well as the modernization of a laboratory consisting of two shielded chambers and one anechoic chamber large enough to test a 5 ton truck & shelter

Designed, planned, executed, and reported the results of TEMPEST and EMI testing. Identified and developed new requirements for instrumentation and facility modernization
Test Engineer & Test Project Manager
Designed and scoped test requirements and managed the development of computer models which analyzed the electromagnetic environment and modeled the performance of early tactical networks. Assumed responsibility for the Network Traffic Analysis Model development. This discrete, time-event oriented traffic model was one year behind schedule and over budget when I assumed responsibility for the effort. Two years later, the model was delivered on time and on budget.
