I am responsible for coordinating and synchronizing day-to-day and contingency operations of DLA’s worldwide logistics, acquisition and technical support services in support of Combatant Commands (COCOM), Military Services, federal, state, and civil agencies, and foreign governments. DLA executes a $34 billion annual budget with a workforce of over 25,000 people in 500+ locations in the continental United States and abroad. The mission of the Operations directorate is to align personnel, organizational responsibilities and capabilities to support the warfighter; strengthen effective strategic partnerships; deploy DLA personnel to key locations worldwide to jointly establish effective transformation efforts and readiness processes; translate customer needs into actionable solutions and develop identified capabilities. The Operations directorate also identifies customer requirements from contingency planning and readiness posture of the combatant commands and the Services, and manages the overseas customer interface network of DLA-Europe & Africa, DLA- Pacific, and DLA-CENTCOM & SOCOM. I function as the principal advisor in the areas of overall logistics planning and response, to all categories of emergency supply support, exercises, and humanitarian and disaster relief. J-31 is comprised of the DLA Joint Logistics Operations Center (JLOC) Division; Military Services Support (MSS) Division; DLA-TRANSCOM Support (DLA-T) Division; Whole of Government Support Division; Mission Assurance Support Team; and the Portfolio Programs Support Team.

Responsible for coordination of all Headquarters (HQ) operations, in the areas of Strategic Planning, Enterprise Integration, Agency Governance, Equal Employment Opportunities, Strategic Communications, Legislative Affairs, Small Business, Installation Support, Staff Management and Protocol. Has extensive knowledge of organizational policies and procedures, laws and regulations in these areas necessary to ensure appropriate decision-making protocols are followed. Acts as the Director's representative and assists in relationship building with various external constituents to include Office of the Secretary of Defense (OSD), Military Services, Congress, and other Federal, State, and Local Agencies.

Leads Whole of Government (WOG) effort within DLA, working closely with federal, state, and local government entities, as well as international organizations to identify duplicate efforts and leverage existing DLA logistics solutions to provide more effective and efficient overall organizations. Identifies a broad range of solutions across various complex interests including inventory management, installation management, energy conservation, and emergency services support. Responsible for developing comprehensive logistics solutions integrating requirements from over 70 independent federal agencies, and International customers with Department of Defense logistics support solutions, Serves as lead Agency representative responsible for interfacing with top-level leadership across DOD and non-DOD agencies, integrating logistics capabilities and solutions from all facets within DLA. Supervises a full-time staff of 14 military and civilian personnel.

Develops mutually beneficial partnerships with the Military Services and other Federal Agencies. Collects and translates customer requirements into Defense Logistics Agency logistics capabilities. • Coordinates logisitcs support to satisfy requirements for Foreign Military Sales

Provides continuous, integrated situational awareness throughout the Defense Logistics Agency. Coordinates decision-making and provides operational guidance during contingency planning and execution. Influences logistics supply chains and logistics services in support of contingency and humanitarian operations.

Led a 410 person supply and logistics operation on a nuclear-powered aircraft carrier. • Led the effort to develop the Supply Department of the Future by optimizing all logistics operations resulting in a 30% reduction in personnel. • Managed and accountable for 58k line items of inventory valued at $325M. • Prepared and implemented annual operating budget of nearly $93M budget. • Directed all food, retail and disbursing operations with 21k meals a day, $2M in provisions inventories, $33M in payroll, and $2.6M in annual sales. • Designed a logistics support strategy for global war-time operations that generated 98% aircraft mission accomplishment, 92% inventory issue effectiveness, and reduced the logistics pipeline by 25%.

Developed and evaluated supply chain performance metrics across all Navy activities, providing direct analytical support to DOD activities, optimizing annual resource requirements in excess of $1.5B. Developed cost benefit analysis and simulation model supporting spare parts planning and resource allocation for the Navy’s retail system spare parts, overseeing material requirements planning for over 2 million line items of inventory.

Performed statistical analysis on supply chain performance of aviation and maritime weapon systems. • Functioned as command focal point for analysis and implementation of a commercial off the shelf (COTS) advanced planning and scheduling system for Naval Supply Systems Command. • Developed a transportation solution the provided the first ever in-transit visibility of material via the world wide web. • Led efforts in optimizing performance of performance based logistics transportation resulting in annual cost avoidance of $3M.

• Led 25-person team in managing a $106M budget. Accountable for over 42K line items valued at over $290M. • Continually exceeded all 14 supply chain performance goals while operating in a forward deployed high optempo environment with a 13% reduction in operating capital
