CMUA is a statewide non-profit trade association representing over 60 publicly-owned electric and water utilities in California, with a focus on legislative and regulatory advocacy at both the state and federal levels. Membership is extremely diverse in terms of size, urban vs rural, resource portfolios, staffing, and politics. Responsible for all activities of the Association, including: definition of consensus vision and priorities; development of consensus strategy and positions; all legislative and regulatory advocacy efforts including coalition building, testimony and lobbying; development and implementation of an ongoing information and education campaign for decision-makers; compliance assistance and reporting for CMUA members; member awards program; annual Capitol Day; Manager's Summit; and an annual conference. Lead CMUA’s efforts at the federal level, including meetings and communication with members of Congress, FERC, and other regulatory agencies. Key Accomplishments:• Completely rebuilt and reformed the Association; changed the external and internal perception of the Association; increased services and benefits to the Members. Revised the decision-making structure to emphasize consensus-building, plus also to prevent a minority position from forcing CMUA into a “no position” posture.• Accomplished a positive, pro-active approach to legislative and regulatory issues. CMUA supported progressive energy and environmental issues, including: 50% RPS; California’s GHG reduction goals; Cap & Trade; all cost-effective energy efficiency.• Built successful coalitions with other stakeholders in both legislative and regulatory arenas.

CalETC is a statewide non-profit trade association, comprised of the five largest electric utilities in California (SCE, PG&E, SDG&E, LADWP and SMUD), with a focus on legislative and regulatory advocacy on state and federal electric transportation issues. The transportation sector is the largest source of greenhouse gas emissions in California. Both on-road and non-road electric vehicles and equipment are being actively encouraged by state and federal legislatures and regulatory agencies, due to their climate change and other environmental benefits. I directed all activities of the association, including legislative and regulatory strategy development, advocacy, coalition building, testimony, information and education campaign, and member and stakeholder relations. I was a recognized expert witness before the California Public Utilities Commission, and frequently invited speaker at conferences, hearings, and other forums.Key Accomplishments: • Successfully advocated on behalf of California’s Zero-Emission Vehicle regulations, Low Carbon Fuel Standard, HOV lane access, registration fee incentives, and protocols for emergency responders.• Established a funding source for ongoing financial and regulatory incentives for electric transportation and infrastructure.• Built a strong collation with other stakeholders, including environmental groups, unions, infrastructure providers, and technology developers.
