A veteran of the Washington political scene, David has more than 40 years of experience as a senior manager, political strategist, and policy advisor at the federal, state, and local levels of government. As founder and President of Plurus Strategies, David focuses on issues related to technology and telecommunications; budget, tax, and appropriations; health care; and energy policy, among others.Previously, David served as President of ML Strategies, where he represented clients spanning multiple industry sectors and worked to build relationships with key decision makers on Capitol Hill and in the Executive Branch.David also served as a presidential appointee in the Clinton-Gore Administration, where he was the Principal Deputy Assistant Secretary for Energy Efficiency and Renewable Energy at the U.S. Department of Energy (DOE).Prior to joining DOE, David served for seven years as Chief of Staff to U.S. Senator John Kerry of Massachusetts, directing all operations in the Washington, DC and state offices. Prior to his work with Senator Kerry, he served as Chief of Staff to Rhode Island Lieutenant Governor Richard Licht.Previously, David served as Legislative Assistant and principal advisor on budget and appropriations issues to U.S. Senator Wendell Ford of Kentucky. In 1980, Ford became the Ranking Member of the Senate Rules and Administration Committee, and David managed the Democratic staff.
