• Liaison between TSA and Members of the United States Congress and their staff. •Help to ensure that the Administrator, Deputy Administrator and TSA Senior Leadership Team (SLT) have insight into events, trends, and developments occurring on Capitol Hill. •Work as a team to aide in the development and advancement of TSA’s legislative agenda and priorities on Capitol Hill and prepares agency officials for appearances before Congress. •Work in partnership with the Department of Homeland Security, Office of Legislative Affairs (DHS/OLA) and the TSA Chief Financial Officer’s Appropriations Liaison, OLA to develop and implement a comprehensive, proactive legislative strategy to inform members of Congress and their staff of TSA’s activities through briefings, meetings, tours, and responses to Congressional inquiries. •Diligently provide Members of Congress and staff the timely, accurate, and detailed information needed to fulfill their constitutional duties. •Clearly articulate the TSA/DHS views in support of needed authorities and appropriations. •Work constructively with members of Congress to ensure careful stewardship of agency and departmental resources.•Contribute to written sections to OLA’s daily, weekly and annual publications. Analyzing and editing publications for accurate and appropriate content.•Identify important transportation security developments and TSA initiatives and describe these initiatives to Congressional staff.•Prepare memos and charts outlining agency initiatives for use by OLA staff and TSA senior leadership.•Research the movement of transportation security legislation in Congress.•Draft preparatory documents for the Administrator and other senior agency officials for their appearances at congressional hearings and briefings.•Answer inquiries, written and verbal, from Congressional staff on TSA activities and screening procedures.

•Technical training expert and lead for a variety of compliance related training projects for the Transportation Security Inspector (TSI) workforce. •Design, develop and implement the new TSI Basic Training Core Curriculum to be nationally rolled out to all new TSA TSIs.•Develop strategies, plans, policies, and guidance to implement an agency-wide training program for the TSIs performing regulatory duties. •Utilize industry standards, tools, and techniques to analyze, review, and validate materials for training events and initiatives focused on TSI technical skills.•Analyze, assess, and validate course content, delivery techniques, and training methods to ensure TSI duties and responsibilities are accurately presented in the operational environment. •Assess and validate training needs through analyzing organization performance data, consulting with program offices and subject matter experts, and conducting surveys, interviews, and focus groups with employees and instructors.•Direct, conduct, and participate in highly complex and multi-phased projects and studies to align with TSA’s training objectives, strategic plans, and organizational goals.•Collaborate with program managers, course sponsors, and various multiple stakeholders to ensure course learning objectives, organizational training requirements, and agency missions and goals are validated and incorporated into the curriculum lifecycle process.

Dallas/Fort Worth Area

•Conduct regulatory inspections of all TSA entities to include aircraft operators, foreign air carriers, 12-5 aircraft operators, private charter aircraft operators, flight schools, and tenants conducting operations at one Category I airport and three Category IV airports to ensure they are in compliance with the Code of Federal Regulations (CFR) 1540 – 1580.•Manage and measure the effectiveness of TSA passenger and cargo Aviation Security Programs for aircraft operators, foreign air carriers, 12-5 aircraft operators, private charter aircraft operators, flight schools, and tenants conducting operations at one Category I airport and three Category IV airports. •Work with industry and aircraft operators to gain willful compliance of TSA rules, regulations, and security programs.•Developed and implemented a strategic local work plan with goals that maximize inspection oversight of regulated parties. •Lead Inspector on all General Aviation inspections to include, flight schools, private charters, DASSP flights, and 12/5 operators. •Conduct outreach visits to General Aviation airports, conducted workshops and liaison to enhance the security posture of unregulated entities. •Responded to queries and conducted research regarding aviation security issues and concerns for regulated and unregulated entities. •Responded to and assisted in threats and transportation security incidents as defined by the National Incident Management System as directed by the FSD. •Detailed to TSA Headquarters to develop the Compliance Work Manual for General Aviation for national use. •Utilized as an Associate Instructor at the Multi Modal Basic Training Course to instruct the General Aviation portion of the curriculum. •Participated in a national workgroup to improve Transportation Security Officer training. Participated in a national workgroup to improve Playbook operations. •Manage the Aviation Security Assessment Program (ASAP) assessments at Dallas Love Field and spoke airports.
