Key achievements and results: • Reviewed extent of performance in infrastructure, environmental protection and climate adaptation/change, human capital, competitiveness, regional development, innovation and research, using OECD-DAC evaluation criteria and ex-post evaluation principles; and • Conclusions highlight justification and need for structural support loans, and positive impacts on GDPs, employment, competitiveness, etc., as well as climate change, transport, energy, municipal and environmental infrastructure improvements.

Switzerland, Poland

Evaluated 3-year United Nations Development Account (UNDA) technical assistance project: Strengthening Governments and Water Operators Capacity to ensure equity of access to water and sanitation with a particular focus on small-scale systems in rural areas, delivered by United Nations Economic Commission for Europe (UNECE) and World Health Organisation (WHO)/Europe regarding small-scale water supply and sanitation systems, in UNECE pan-European area, covering 13 beneficiary countries, including Albania, Armenia, Azerbaijan, Belarus, Kyrgyzstan, Macedonia, Serbia and Uzbekistan. Key achievements and results: • Stakeholder questionnaire survey of main programme participants with over 90% participation rate, identifying key issues, desk review and reporting inputs, with evaluation based on relevance, effectiveness, efficiency, sustainability and impact; and• Highlighted main achievements related to equitable self-assessments, action planning, water safety planning, improved reporting on Protocol on Water and Health and improved awareness and capacities of of beneficiaries in health and water sectors.

Lusaka, Zambia

Advised on management and implementation of €240 million Lusaka Sanitation Program (LSP), financed by European Investment Bank, KfW, World Bank, African Development Bank and Zambian Government. The LSP has two components - the abandonment, development, rehabilitation, and upgrade of wastewater treatment works with their main collector sewers, and provision of wastewater sludge treatment and disposal across Lusaka; and the expansion of the sewerage system and onsite sanitation facilities across Lusaka, and working towards climate resilient infrastructure and meeting Sustainable Development Goal 6 (Ensure availability and sustainable management of water and sanitation for all). Key achievements and results: - Developed capacity development proposals and needs and revised Project Management Unit (PMU) structure (25 staff) and identified additional resources; - For the LSP PMU, developed training plan based on horizontal/strategic and technical components, approved Program Implementation Manual, and introduced quality control, change management, risk management via full set of operational procedures;- Developing training modules in project preparation, feasibility, cost benefit analysis, project implementation, WASH principles and practices; and - Advised on environmental permitting/safeguards associated with sewerage and related developments.

Albania

Advised EU Delegation to Albania and future beneficiaries – Ministry of Transport and Infrastructure, Ministry of Agriculture, Rural Development and Water Administration and others, on IPA2017 water sector planning. Key achievements and results: • Developed Strategic Planning Document and Action Programme Document for climate resilient water and wastewater management, based on blending of KfW loans (as part of Water Priority Infrastructure Programme) combined with grants from EU (IPA II) and Swiss Cooperation with an overall allocation of 80 million EUR; and • Specific advice given on planning of priorities for integrated water resources management and wastewater treatment options, and possible investment options and their financing.

Ankara, Turkey

Managed and delivered training programme related to IPA II - Environment and Climate Action, through a team of 5 key consultants and cultivated contents of programme results to ultimately build up capacities of Ministry staff. Key Achievements and Results: • Delivered training through five modules – Programming; project preparation, tendering and implementation; financial management and control, and monitoring and evaluation.• Specifically responsible for delivered training in IPA II programming; Project Cycle Management; project preparation (feasibility, Cost Benefit Analysis) in water/wastewater and solid waste sectors; and IPA II contract implementation and risk management. • 170 days of direct and on-the job training delivered to raise capacities in seven DoEUI units (85 staff).

Montenegro

Directed advisory services for development of two climate resilient integrated water supply and wastewater treatment investments in the two medium sized municipalities; lead consultancy to refine project concepts, prepared Cost Benefit Analyses and advice on financing of projects. Key Achievements and Results: • Reviewed existing project concepts, options analyses, institutional structures, and environmental and climate factors for existing master plans, feasibility studies and designs to develop two full priority projects in Bijelo Polje and Cetinje (€20 and €15 million) for IPA and loan (EIB) financing. Undertook financial reviews and assessment of two sets of public utility operators and municipalities. • Prepared two Cost Benefit Analyses of integrated priority investments and appropriate measures for long term funding of investments with regards to full cost recovery and affordability; approved by JASPERS and local beneficiaries. • Provided advice on possible financing of projects with negotiations with national and IFI stakeholders, EIB.

Belgrade, Serbia

As part of EU funded Municipal Infrastructure Support Programme IPA 2010 (55 million EUR), directed and managed technical cooperation and operational assistance (www.misp-serbia.rs) co-funded by the European Union Instrument for Pre-accession (IPA) and national funds, and contracted through the Eptisa/Royal HakoningDHV/VNG consortium. Direct support to Ministry beneficiaries, and selected Municipalities/Public Utility Companies (PUCs) in economic, water and solid waste sectors. Key achievements and results: • Developed 5 climate resilient investment projects with investment values of €10 - 40 million, with overall investment of over €100 million, including feasibility, preliminary designs, financial and economic analyses, environmental appraisals, climate impact and change appraisals and and financing plans for: integrated solid waste management centre in a 200,00 region (Zrenjanin, €30 million), two economic infrastructure investments (Nis and Apatin, €10-15m), integrated water supply, sewerage and wastewater treatment system (Lake Bovan, €15m), and wastewater treatment plant for a medium size City (140,000 PE, Zrenjanin, €25m); • Contributed to feasibility, conceptual design, cost benefit analysis, environmental appraisal and financing plan for two wastewater treatment plants (20,000 PE, Raska €14 million; 10,000 PE, Cacak - €18 million); and • Completed Financial and Operational Performance Improvement Programmes for 3 water PUCs; and • Tailored and on the job training through 20 training courses to 500 national and local officials in project preparation and implementation.

Bulgaria

Managed technical assistance to the Ministry of Environment Water, through an EIB JASPERS contract to develop capacities at central and local levels in project implementation and improving "major” infrastructure projects in water/wastewater sector, with overall investments of €330 million. Key achievements and results:• Appraised project applications (technical, institutional and financial/ economic) to provided basis for tender dossiers for services, supplies and works and implementation of project components to value of €400 million Cohesion funding;• Advised and revised project preparation of Pleven integrated water/wastewater project - investment value of €70 million; and • Assessed capacities of around 15 beneficiary (municipalities) Project Implementation Units (receiving EU and co-financing) for future implementation of EU and national co-financed projects.

Bulgaria

Directed 4.5 million EUR four year technical cooperation programme - Institutional Strengthening for preparation and implementation of ISPA/Cohesion and Structural Funds in Sector Environment for Ministry of Environment and Water, targeting over €2 billion of projects in the climate and environment and energy sectors. Over 5,000 days of inputs by over 60 experts strengthened the capacities in administration, financial management and control; programming; project preparation; and monitoring. Key achievements and results:• Human resource evaluation and development of management units in department responsible for coordinating EU funds with overall investment of €500 million;• Improvements to financial management and reporting, including new reporting and audit procedures; • Project preparation and appraisal - preparing, reviewing and upgrading - project applications, feasibility studies, master plans, tender dossiers, designs, financial and economic assessment of water/wastewater and solid waste sector projects - approval of projects with overall investment of €300 million; • Development/Feasibility Studies and Financing Plans completed/reviewed for:- Sofia: mechanical-biological treatment plant, new landfill and former dumpsite remediation (€ 130 million); - Vidin: extension of the sewage network, wastewater treatment plants and reconstruction of water supply network (€ 25 million); and- Dobrich: extension and reconstruction of sewage network, wastewater treatment plants and extension and renovation of water supply network (€ 40 million); and • Training of both Ministry and beneficiary staff (overt 50 training courses delivered) with capacities strengthened of over 1,000 national and local Government officials.

Lithuania

Directed €2 million technical assistance project with over 40 staff for the Lithuanian Environmental Projects Management Agency, aimed at strengthening their capacities in administration, planning, management and implementation of EU/nationally funded municipal infrastructure projects with overall budget of €300 million. Key achievements and results:• Institutional strengthening - developing improved management and organisation policies and practices of the 50 strong Agency, with responsibility of managing €500 million of EU funds;• Support on procurement, financial analysis, technical and environmental evaluation of projects in water and solid waste sectors - ex-ante review on 4 river basin applications and 10 regional waste management projects with investment value of €300 million;• Day to day / operational hands-on technical assistance on issues and requirements associated with procurement, financial analysis, technical and environmental aspects of projects, together with project preparation;• Developing project preparation guidance, project evaluation and selection criteria, including economic and financial analysis; and • Capacity building in above areas (30 training courses delivered), training over 300 officials.

Main adviser to Ministry of Resources, Malta on environmental issues prior to Malta's accession to the EU. Main role included advising on implementation of Maltese solid waste strategy and associated infrastructure development to provide sustainable waste management to the Maltese Islands.

Directed national and IFI-funded projects involving in above sectors. focusing on EIA, environmental auditing to policy studies-Achieved overall business growth in energy and waste consultancy services of 20% between 1999 and 2001.- Advised on strategic Environmental Assessment for Stansted Airport (UK) for expansion of passengers up to 25 million/year. - Completed planning and EIAs of proposed aluminium smelter for 585,000 te (Qatalam) aluminium complex; and proposed vinyl chloride monomer, ethylene dichloride and caustic soda (900,000 te) complex - Qatar Vinyl Company. - Completed advisory role on £4.5 million technical assistance for Environmental Affairs Agency, Egypt, developed a solid waste project pipeline; developed new EIA practices, on-the-job and participatory training. - Advised on development, planning and regulatory requirements for power plants - 400 MW combined cycle gas turbine power plant (Manchester, UK); and 220 MW (£200 million) Shotton Paper (UK) power plant (operational since 2001). - Environmental policy expert with the joint responsibility for preparation of the ISPA application for a 90 000m3/ day-wastewater collection and treatment scheme (Budapest)Project manager on the EIAs and pollution control permit applications for the development of two 250,000 te/year energy from waste plants (NE UK and SE UK). - Project director on the environmental planning and appraisal of a 150MW gas fired power plant, Bangladesh for Cinergy Power. Managed on behalf of Northumbrian Water Group the environmental planning and regulatory requirements for the £200 million sewage and industrial wastewater treatment scheme, known as the Tees Estuary Environmental Scheme in north-east England.
