David M. Hart is Professor at the Schar School of Policy and Government at George Mason University. He works with think-tanks, non-profits, and other interested organizations to develop and advance policies that will accelerate clean energy and climate-tech innovation. His recent partners include ITIF's Center for Clean Energy Innovation (which he directed from 2016 to 2022), the Bipartisan Policy Center, the Energy Innovation Reform Project, the Federation of American Scientists, and RMI. Professor Hart's work has received support from numerous philanthropic sources, such as the Alfred P. Sloan Foundation, the Spitzer Trust, Schmidt Futures, and Breakthrough Energy. His work contributed to the expansion of the federal energy R&D budget, the reinvigoration of funding for energy demonstration projects, and the creation of new mechanisms for public-private innovation partnerships. Prof. Hart served as assistant director for innovation policy in the Obama White House and as senior associate dean of Mason's policy school. His books include Energizing America (Columbia University Center for Global Energy Policy, co-authored with four colleagues), Unlocking Energy Innovation (MIT Press, co-authored with Richard K. Lester), The Emergence of Entrepreneurship Policy (Cambridge University Press), and Forged Consensus: Science, Technology, and Economic Policy in the U.S., 1929-1953 (Princeton University Press).
