About David Summers

My greatest strength is seeing the big picture and aligning business with strategy and operations. As an IT and Operations executive, I have provided the vision and leadership to build, implement, and improve systems and operations across a complex enterprise—primarily in healthcare, currently in government. I am known for quickly grasping the essential problem, understanding business processes, and finding technical, people, and process solutions that deliver results for the organization and our customers.A few examples of enterprise-wide initiatives I’ve led:► Managed care system implementations► Large-scale claim and core benefit administration systems► Utilization management systems► EDI and Encounter solutions► System integration projects► Medicaid and Medicare expansionEarly in my career, I joined Virginia Premier Health Plan and put my problem-solving skills to work across technology and operations as we grew nearly 100-fold to $2B in revenue. I rose to CIO and took a leadership role in building our IT department, creating a top-notch claims processing system, and developing high-performing teams with a focus on service and partnership with all departments. Our acquisition and merger into Sentara Health Plan presented new challenges, as Sentara was eager to adopt our claims processing system for their expanding enterprise. I led that migration, then took on an expanded role managing all of our major administrative platforms. My move to the City of Richmond in 2022 tapped into my core expertise and my passion for building efficient, effective services. My first initiative was to transform the IT service delivery model and make it easier for internal customers to access our services. The opportunity to serve others is what drives me every day. It’s deeply satisfying to find solutions and innovations that help our customers while also benefiting our organization and employees. Efficiency, smart use of technology, removal of roadblocks, elimination of waste … I see the big picture, uncover the solution that fits our strategy, and lead my teams in delivery.► Areas of expertise and experience:Strategic Planning | Procurement, Negotiation, and Vendor Management | Budgeting | System Integration | Data Warehousing | EDI/Encounter Processing | Claim Operations/Systems | Eligibility/Membership | Utilization Management Systems | Call Center Operations & Systems | BPO

City Of Richmond, Virginia 2022 - Present
    Richmond, Virginia, United States
A new environment—city government rather than healthcare—presented new challenges but also familiar opportunities to apply my problem-solving strengths to better serve our customers (citizens and businesses) and employees. In just over a year, I led number of strategic initiatives focused on improving IT service delivery, upgrading technology capabilities across the enterprise, and driving a future-focused program to make the city more efficient, more resilient, and more environmentally responsible.
  • Sentara Health Plans, Inc.
    Director, Information Technology
    Sentara Health Plans, Inc. 2020 - 2022
    Richmond, Virginia, United States
When Sentara acquired Virginia Premier Health Plan, our claims processing system was so highly valued that Sentara wanted to extend it across their enterprise. That made me proud, as I had previously launched that system and managed its operation for more than a decade.I was asked to stay on post-acquisition to manage the migration. Phase 1 of the transition went extremely well, achieving millions in annual savings while speeding up claims processing, and I then assumed leadership of the 65-person team managing all core administrative platforms.Sentara was eager to continue its expansion through acquisitions. My deep knowledge of managed care plans—both IT and operations—made me a valuable addition to the M&A team. We investigated numerous targets across the Southeastern US and shared our findings and recommendations with the executive team. I later had the opportunity to manage 3 post-acquisition IT integrations.
  • Virginia Premier Health Plan (Acquired By Sentara Health Plan)
    Associate Chief Information Officer
Virginia Premier Health Plan (Acquired By Sentara Health Plan) 2017 - 2020
    Richmond, Virginia Area
Amid major changes at the top of the organization, I was honored to be chosen by our new CEO as the first dedicated CIO for Virginia Premier. We faced some financial challenges, and I knew the importance of creating a sound and strategic vision for where, how, and why we invested our IT resources.I developed the organization’s first 5-year strategic plan for information technology, along with a roadmap for implementation.Next, I looked for improvement opportunities across the enterprise and launched programs and projects to capture savings, streamline operational processes, upgrade technology, and restructure for efficiency.Through these efforts, we were instrumental in maintaining admin costs of only 10% across the organization—versus industry averages in the 15%–25% range. And our IT and Operations systems and performance were viewed as assets in our 2020 acquisition by Sentara. What I’m most proud of is the culture I created within IT and our teams’ dedication to serving our constituents and running a highly efficient and responsive organization.

As Virginia Premier evolved and grew into a highly respected organization serving more than 200,000 members, I advanced to senior leadership level and took responsibility for a team of 200 and a $15M annual capital budget. My remit broadened to include both Information Services and Operations Management.I focused my energies on improving the operational infrastructure, processes, platforms, and systems to deliver exceptional customer service in an efficient and cost-effective way.Key initiatives included a new administrative platform, new electronic medical record system, new claims processing system, and new technology infrastructure supporting both the health plan and medical home operations. And as we looked for opportunities to expand our market beyond Virginia, I led efforts to explore, qualify, and pursue opportunities in South Carolina that generated a new $125M revenue stream.
  • Virginia Premier Health Plan (Acquired By Sentara Health Plan)
Director, Systems Development And Transportation Operations
Virginia Premier Health Plan (Acquired By Sentara Health Plan) 1995 - 2008
    Richmond Va
In the earliest days of the health plan, I stepped up to develop retention tools so that we could keep the members we had worked so hard to capture. Our retention rate quickly went up more than 10%.From that experience, I became known as a problem solver who could take on any number of different challenges, come up with a solution, and make it happen. And that reputation led to being asked to design and launch the organization’s first formal IT department. I built a great team of 80 people, and together we built systems and processes that supported rapid growth and efficient operations.
  • Peninsula Hospital Services, Inc.
    Systems Analyst
    Peninsula Hospital Services, Inc. 1993 - 1995

In my first exposure to the healthcare arena, I was challenged to come up with a solution to rising costs for replacing linen and scrubs. I came up with a new distribution system that relied on census data and reduced replacement costs by 70%.I was hooked … not just on problem solving, but on finding solutions for healthcare, an industry that I’m passionate about because it is dedicated to helping others.
