Contracted to modify and enhance the Police Check Management System (PCMS), PIMS Text DownLoad (PTDL) system and the Police Check UpLoad (PCUL) program. PCMS and PTDL were originally written in VB6 and use an Access database, while PCUL is an Excel based VBA program that is used to generate xml files for import into PCMS. I was originally responsible for the design and implementation of PCMS and PCUL and had also made extensive modifications to PTDL. The changes involved business analysis of changed processing requirements to add functionality for streamlining the processing of applications for National Police Certificates along with numerous other small changes. Unit test cases were writtten and I was involved in all stages of the development. After the modifications were completed I was asked to investigate ways to improve performance of PCMS and PTDL. The conclusion was that the best option was to convert the databases from Access to Oracle 10g and I am currently performing this conversion. This will also require extensive changes to the code. I am also involved in analysing the feasibility of conversion of these VB6 applications to Java, but have been informed that while this is a desirable long-term goal, there will be no funding available for this to commence in the foreseeable future.

Contracted as part of a team of two to design and develop a Java web based system to manage the process of investigating an offence and the interaction between Police and the Criminal Justice System in preparing a case for trial. WebLogic Workshop 8.1 was used as the development environment, with an Oracle database. Other tools used include CVS, Eclipse and TOAD along with several other packages. My initial role was as a Business Analyst and a great deal of interaction with Police and CJS staff, including weekly meetings was required to prepare and implement the design. After three months of analysis, design and writing a detailed system specification, I worked my way through a BEA course to became comfortable with WebLogic and spent two months programming. A Rational Unified Process with regular user feedback and frequent unit testing has continued throughout the development, resulting in changing requirements and expanded functionality, but I managed to keep the project under control, keeping all parties advised and included. ORMS contains about 200 screens, will ultimately be used by approximately 4000 Officers throughout the State and several months of further testing, refinement and changes are still anticipated before the final rollout on May 21st 2007.

Contracted to develop a VB and Access based system for use by Records Release Unit (RRU) to manage the production of National Police Certificates. The system was required to function in concert with the pre-existing PIMS Text Download program that allows SAPOL Criminal Histories to be downloaded from their mainframe systems. A large increase in the number of NPC requests received daily had created the need for a system that allowed SAPOL to automate the checking of applicant data using a facility in Canberra called Crimtrac which can check applicants against a National Names Index containing criminal history from all Australian jurisdictions. PCMS provides a screen for data entry of batches of individual NPC requests and a screen for importing PCUL xml batch files. Other screens provide the ability to export batches of data into xml files for upload to Crimtrac via the EAMS web portal and for import of Crimtrac result xml batch files downloaded from the EAMS portal. A bulk update screen allows printing of NPCs using Word Templates. VB6, Access, XML DOM, Word and VBA were used for the system. I was responsible for business analysis, system specification and design, database design, coding, testing, report design, installation, rollout, training and support. The system has been a great success that enabled a backlog of 5000 requests to be dealt with within a month and continues to provide a rapid turn-around time for the production of NPCs.

Contracted (solo) to develop a self-contained VBA Excel application for distribution to other organisations to streamline the entry of their employees’ details in order to obtain National Police Certificates (NPCs). The application provides a very user-friendly interface that allows speedy entry of the personal details of several employees into a batch which can be exported to an xml file that is then emailed to SAPOL. This xml file was designed to be imported by the soon to be developed Police Check Management System (PCMS) that would enable SAPOL to utilise the services of Crimtrac in Canberra to speed up the processing of an ever increasing number of requests for NPCs. An Excel application was used in order to allow the program to be distributed easily without any need for installation or support. Documentation and user manual was also written and analysis tasks included design of the procedures and a batch numbering system that ensured that each record had a unique identity regardless of when it was created or which organisation it came from.

Contracted (solo) to develop a web-based application to track the details of employment for several thousand police volunteers - such as those involved in Neighbourhood Watch and Blue light Discos. The application involved the design of a MySQL Server 4.1 database and coding of Java classes, JavaBeans and HTML / JavaServer Pages using an MVC design pattern
