The work involves reviewing various operations and/or functions of the Municipality looking for operational effectiveness, efficiencies and economies (value for money) which includes data analysis, process review, internal interviews and “best practice” research. Due to the variety and broad scope of the projects, I have become an adept analyst able to quickly inject myself into situations gaining a quick understanding of operations in great detail. This, together with detailed analysis, reporting, and presentation of findings and recommendations in clear concise language, sets a framework for service improvements. While this role has taken me outside of direct IT involvement and management, it has continued to provide me with the opportunity to review IT and IT systems and controls HRM has in place and strengthen my understanding of overall IT management. As a Business Consultant, I provided assistance to managers of HRM in effectively discharging their duties and responsibilities. Acting as an internal consultant, I provided thorough objective analyses, recommendations, advice and information concerning services reviewed or issues examined. On a larger scale, I would review and report on corporate and business unit risk factors by examining compliance with policies, practices, regulations and legislation.

This included the life cycle management of hardware and software, contracting and provisioning of telecommunications services and end user training to support HRM’s corporate software assets. Specifically, develop and implement a desktop computer asset management plan, perform financial analysis for acquisitions and telecommunications contracts, develop and implement inventory control processes, evaluate lease/buy models for hardware/software fulfillment and negotiate with vendors to ensure procurement of cost-effective solutions. A key role in this position was to ensure HRM maximized the useful life of these investments, while ensuring they continue to meet the needs of HRM’s changing business and technical environments. This included the development of strategies and best practices for the deployment of software to end users, and maintaining licence compliance for all corporate technology assets.I was also responsible for financial and staff management, vendor liaison, and research relating to the division.
