Drove development and implementation of “milCloud”, DoD's only private cloud for sensitive unclassified and classified requirements. Defined DoD cyber security architectures that protect global network of 4.5 million users. Created concept and architecture for DoD Cloud Access Point (CAP) to allow adoption of commercial cloud computing solutions by the Department. Partnered with Air Force Research Lab (AFRL) to develop and field "CONS3RT" software test automation and deployment orchestration platform. Developed and deployed Department's largest collaborative development service, “Forge.mil”. Leads analysis and engineering efforts to address performance and reliability issues with critical DoD IT services to include Defense Collaboration Services (DCS), Internet access points, Defense Enterprise Email (DEE), long-haul networking, and computing infrastructure.

Led all engineering efforts for the Global Information Grid Bandwidth Expansion; $877M upgrade to DoD's global communications networks that provides backbone for all DoD communications today. Delivered capabilities on schedule and within budget. Defined overall technical architecture and requirements for effort. Oversaw acquisition and test efforts for all major components to include fiber indefeasible rights of use (IRUs) dense wave division multiplexing (DWDM) equipment, multiplexers, routers, and encryption hardware. Directly led and managed 200 highly skilled government civilian and contractor engineers.
