Synopsis of my professional experience• More than 20 years experience in energy sector consulting and technical assistance projects involving all sectors (oil, gas, coal, electricity, renewables, energy efficiency) and a variety of services (energy policy advice, analysis of energy demand and supply options, energy economics, review and assessment of energy technologies, energy market studies, liberalisation & regulation of energy markets, assessment and support of energy investments, capacity building, etc.).• Strong expertise in liberalisation and regulation of gas and electricity markets, transmission and distribution codes, elaboration of tariff methodologies, and calculation of tariffs for regulated energy services.• TA experience in the field of environment, especially in the climate change sector.• Experienced with result-oriented approaches, including monitoring & evaluation of projects and programs on the basis of indicators. Long experience as a monitor in ROM assignments, in the context of five different contracts covering various geographic regions and a variety of sectors. Familiarity and working experience with the PCM/LFA. I have designed and operated monitoring and evaluation systems based on performance measurement.• More than 15 years experience in development cooperation, supporting developing and transition countries in the development and implementation of energy sector policies. Familiarity with implementing policies, procedures and regulations relating to the EU’s development cooperation.• 20 years experience as Project Manager / Project Director of consulting/TA assignments.• Experience in working with various donors, including the EU, the EIB and the World Bank (WB); understanding of the credit policies and loan requirements of the WB, the EIB, the EBRD and other IFIs.
