Current and recent volunteer accomplishments:Member of the Deschutes-Ochoco Resource Advisory Committee for the USDA Forest Service.Former Board Member for the Maxville Heritage Interpretive Center.Former Board Member for Bend 2030.Active American Red Cross disaster response volunteer and represent the organization on the Deschutes County Project Wildfire Steering Committee.Mt. Other recent volunteer work includes The Tower Theater, Sisters Folk Festival, Deschutes Public Library, Deschutes Land Trust, Wolftree's Science in the Forest field days for school children, Mt. Bachelor Sports Education Foundation, Cascade Cycling Classic, Bend Pickleball Classic, Deschutes County COVID immunization clinic (2021), OSU Master Woodland Manager Program, and Vote Forward 2020 and 2024 campaigns. Served as a Youth With a Mission short-term volunteer in St. Croix, USVI in 2012.

As program director, I led strategic planning and statewide forest assessment analyses for the department and the Oregon Board of Forestry. Led the department in promoting the Board’s sustainable forest management strategies, actions, and indicators and represented the Board and Department in state, national, and international forums, including the national Roundtable on Sustainable Forests and the Oregon Natural Heritage Program Advisory Council. The Forest Resources Planning program staff also coordinates the department’s work on land use planning, economic policy, forest certification, and leads the department’s interactions with federal land management agencies. Oversaw seven full-time employees, two student interns, a volunteer, and a $2.1 million biennial budget. Other duties included serving as a Type I Incident Information Officer.

Supervised staff efforts and directly participated in the development of administrative rules, policies, and strategic plans or other non-regulatory mechanisms to administer the Oregon Forest Practices Act, Board of Forestry direction, and the Governor’s Executive Order implementing the Oregon Plan for Salmon and Watersheds. Led a technical staff with expertise in hydrology, geotechnical engineering, water quality, aquatic habitat, silviculture, land use issues, and best management practices monitoring and evaluation. The position also oversaw the Monitoring Sub-Unit and supervised the Forest Practices Monitoring Coordinator.

Directed staff support of Forest Practices Program field operations in order to ensure fair and uniform statewide administration of the program. Supervised a staff with expertise in forest practice rule administration and enforcement, as well and contested case law. The Unit Manager managed the civil penalty processes resulting from program enforcement actions and regularly brought contested cases before the Board of Forestry for adoption of final orders. The Unit Manager also coordinated with the Department of Justice on legal issues and litigation involving the program. Managed the public involvement process leading to the revision of administrative rules dealing with forest chemicals and civil penalties and the development of new rules providing incentives for afforestation.

Project leader for development of policies and administrative rules for the regulation of reforestation, clearcut harvesting, and chemical applications on Oregon nonfederal forestlands. Other duties included technical analysis of water classification and protection rules, tracking legislation, and training and rule guidance. Represented the department of the Oregon Pesticide Analytical and Response Center Board.

Project leader for developing, budgeting and implementing a multi-faceted monitoring program to evaluate the effectiveness of the Oregon Forest Practices Program. Primary emphasis was on riparian and herbicide issues. Other duties included policy and enforcement guidance development and field worker supervision. From 1986 to 1992, also served extensively as an Incident Information Officer and Incident Management Team member working on major Oregon wildfires

Reviewed USDA Forest Service land management plans, promoted department and Board of Forestry policies to federal planners and assisted the Governor’s Office in the development of coordinated State of Oregon comments on draft plans

Responsible for timber harvest scheduling and design, road design, and silvicultural prescriptions, on 198,000 acres of company forestland. Also installed permanent forest inventory plots.

Promoted to Assistant Unit Forester in 1979.
