As program director, I led strategic planning and statewide forest assessment analyses for the department and the Oregon Board of Forestry. Led the department in promoting the Board’s sustainable forest management strategies, actions, and indicators and represented the Board and Department in state, national, and international forums, including the national Roundtable on Sustainable Forests and the Oregon Natural Heritage Program Advisory Council. The Forest Resources Planning program staff also coordinates the department’s work on land use planning, economic policy, forest certification, and leads the department’s interactions with federal land management agencies. Oversaw seven full-time employees, two student interns, a volunteer, and a $2.1 million biennial budget. Other duties included serving as a Type I Incident Information Officer.

Supervised staff efforts and directly participated in the development of administrative rules, policies, and strategic plans or other non-regulatory mechanisms to administer the Oregon Forest Practices Act, Board of Forestry direction, and the Governor’s Executive Order implementing the Oregon Plan for Salmon and Watersheds. Led a technical staff with expertise in hydrology, geotechnical engineering, water quality, aquatic habitat, silviculture, land use issues, and best management practices monitoring and evaluation. The position also oversaw the Monitoring Sub-Unit and supervised the Forest Practices Monitoring Coordinator.

Directed staff support of Forest Practices Program field operations in order to ensure fair and uniform statewide administration of the program. Supervised a staff with expertise in forest practice rule administration and enforcement, as well and contested case law. The Unit Manager also coordinated with the Department of Justice on legal issues and litigation involving the program. Managed the public involvement process leading to the revision of administrative rules dealing with forest chemicals and civil penalties and the development of new rules providing incentives for afforestation.
