I am a tax attorney working primarily in the area of international tax planning for multinational companies. My work in this area covers a wide range of both “outbound” and “inbound” issues, with particular focus on the subpart F rules, bilateral income tax treaties, the treatment of cross-border flows of services and intellectual property rights under transfer pricing rules, and the international tax aspects of the TCJA, such as the BEAT, GILTI, and FDII rules. I also handle tax policy and tax controversy matters involving international tax issues.Prior to joining McDermott Will & Emery, I served for nearly five years as legislation counsel to the Joint Committee on Taxation in the U.S. Congress, where I advised the House Ways & Means Committee, the Senate Finance Committee, the Senate Foreign Relations Committee, and other members of Congress on international tax legislation, tax treaties, and special investigations and studies. Prior to working on the Joint Committee staff, I taught in the tax program at the New York University School of Law and practiced in the tax group at Baker & McKenzie in Chicago.I am a frequent writer and speaker on international tax issues. My articles have appeared in the BNA Tax Management International Journal, the IBFD International Transfer Pricing Journal, the Tax Law Review, Taxes--The Tax Magazine, and Tax Notes, and I am a co-author of the BNA Tax Management Portfolios on CFCs--General Overview and CFCs—Foreign Personal Holding Company Income. I have spoken at conferences and seminars hosted by the American Bar Association, American Tax Policy Institute, BNA Tax Management Advisory Board, DC Bar, European-American Chamber of Commerce, George Washington University, International Fiscal Association, International Tax Institute, National Tax Association, Tax Executives Institute, Tax Council Policy Institute, the University of Chicago, and the University of Virginia. I also have testified in Congressional hearings on international tax issues. I previously served as vice chair and then chair of the International Tax Committee of the DC Bar Taxation Section, and I am a fellow of the American College of Tax Counsel.
