I always considered public service as a goal upon completion of my education at Harvard and UCLA School of Law. My first job out of law school after clerking for a federal judge was as Assistant City Attorney and Planning Commission Counsel to the City of Pomona. I was hooked. CITY ATTORNEY AND GENERAL COUNSEL Over the years I have served as contract City Attorney to Los Angeles County cities of Baldwin Park, South El Monte, Maywood, Cudahy, Interim at Commerce and Adelanto. I was also an appointed Assistant City Attorney to South Pasadena, Pomona and Bell Gardens. I was counsel to the Planning Commission to the above cities.I have also Served as General Counsel to La Puente Valley Water District, West Valley Water District and various Mutual Water Districts.LECTURER AND SEMINAR PRESENTERI have lectured on many occasions on the Brown Act and Public Records Act. I have also conducted compliance audits on Conflict of Interest Laws. I speak at colleges and law schools on the importance of public service, especially local governance.AREAS OF PRACTICEOver the years I have acquired expertise in the following areas of law: Land-use, zoning, CUP’s, Variances, affordable and market rate housing, Public Contracts, bidding contests, CEQA, Brown Act, Public Records Act, Water Law and a working knowledge of most functions of Municipal and Water Entities.ELECTED PUBLIC OFFICIALI had the honor of serving as an elected City Councilmember for the City of Baldwin Park beginning in 2003. After advising so many elected officials over the years, I felt it important to join the fellowship of local elected officials. My major accomplishment was the building of an award winning Arts and Recreation Center. I also used my forum to defend Day Laborers against unconstitutional restrictive ordinances in cooperation with MALDEF.REGIONAL PUBLIC OFFICIALLastly, as an Officer with the San Gabriel Valley Council of Governments, I contributed to regional issues such as Transportation, Traffic, Water and the burgeoning Homeless Crisis. Because of my expertise, I was often quoted in a variety of newspapers, including the Los Angeles Times, San Gabriel Tribune and the Pasadena Star News.
