The Assistant Administrator for Requirements and Capabilities Analysis (RCA) strengthens TSA’s operational capabilities by analyzing the domestic and international risk landscape, assessing capabilities gaps to develop user requirements and driving optimal performance through innovation.Prior to joining TSA, David served as the Cybersecurity and Infrastructure Security Agency’s (CISA) Chief Acquisition Executive (CAE), providing management and oversight for all acquisition and procurement functions of CISA. David previously served as the U.S. Immigration and Customs Enforcement’s (ICE) Deputy Assistant Director (DAD) of the Office of Investment and Program Accountability (OIPA) and Deputy CAE overseeing ICE’s $4.4 billion acquisition program portfolio.
