During his extensive military career, he commanded a Logistics Readiness Squadron in Arizona and an Expeditionary Logistics Readiness Squadron in southern Iraq. Additionally, he served as the Defense Logistics Agency liaison officer to U.S. Air Forces in Europe, Air Combat Command Readiness Branch Chief, ACC Inspector General’s Logistics Readiness senior inspector, Air Force Foreign Military Sales lead for Office of Defense Cooperation in Poland, Central Air Force’s forward senior logistics planner, and Installation Deployment Officer for Eglin AFB, Fla. An interesting note, in addition to his 30 years’ experience with Air Force Logistics, Mr. Paynter served the State of North Carolina as both a probation officer and parole officer for three years.

Track and manage the coordination and approval process for Army/AF generated INTRA- SERVICE AGREEMENTS (ISSAs). 4. Manage group's INSPECTION PROGRAM to include SELF-ASSESSMENTS (MICT) and SAVs. Guide group and subordinate units in execution of required internal inspections. 5. Provide advice and assistance to the group commander in determining validity and priority of proposed projects based on constraints in SCHEDULING, COST, AND MANPOWER. Improve and maintain unit facilities at Fort Bragg and group’s GSUs. Chair any required group FACILITY REVIEW BOARDS.Support Operations for 1,000+ airman within the group, established the COMMANDER'S INSPECTION PROGRAM (CCIP) with emphasis on MANAGEMENT INTERNAL CONTROL and SELF-INSPECTIONS (MICT). Act as lead group inspector and ensure COMPLIANCE with over 40 regulations. Led group through an ACC IG Unit Compliance Inspection with ZERO SIGNIFICANT DEFICIENCIES.Plan, organize, and direct the activities of PLANS AND PROGRAMS for entire group, ensure SUPPLY CHAIN MANAGEMENT, SUPPORT AGREEMENT MANAGEMENT, GOVERNMENT PROPERTY MANAGEMENT, and LIFE CYCLE LOGISTICS objectives comply with legal and regulatory requirements and meet mission needs.
