David Pratt & Associates undertake special projects, as well as short and long term engagements to support clients in government relations, public affairs, procurement and communications. David has represented a number of prominent companies in the defence, aerospace, security and construction industries with interests at the national and municipal level. David's Associates include some of the best and the brightest in their fields of expertise which include politics, diplomacy, the military, the legal profession and communications. David also currently serves as the Honorary Consul in Canada for Sierra Leone. Prior to setting up his own firm, David served as a Senior Vice President for GCI Canada from 2011 to early 2012.

Through a USAID program, David was part of a team that supported the Parliament of Iraq (Council of Representatives) in democratic capacity building. Working in austere and dangerous conditions in the Red Zone in Baghdad, he designed an Orientation and Training Program for Iraqi MPs elected in March, 2010.

As Special Advisor to the Secretary General, David worked to improve relations between the Canadian Red Cross and all levels of government by fostering an understanding of the Red Cross role as "Auxiliary to Government" under the Geneva Conventions. He obtained funding for this initiative, managed a national hearing process, and wrote a major report on the subject for the Canadian Red Cross.

As one of Prime Minister Paul Martin's cabinet members, David provided political and policy leadership to the Canadian Forces and the Department of National Defence on matters within jurisdiction of the National Defence Act. With accountability to the Prime Minister and Parliament, he was directly involved in the formulation of an updated Canadian foreign and defence policy and initiated several major procurement projects including the maritime helicopter, the mobile gun system, the fixed wing search and rescue aircraft and the joint support ship program.

Working closely with Committee members, David managed an extensive hearing process which resulted in a major parliamentary committee report in 2002 entitled “Facing Our Responsibilities – The State of Readiness of the Canadian Forces.” This report helped shape the previous and current government’s agenda on the need to expand the Canadian Forces and acquire new equipment. David actively contributed to the policy debate on defence and security matters with two papers: “Fostering Human Security: A Joint Canada-US Brigade,” (October, 2000) “Does Canada Need A Foreign Intelligence Agency?” (March, 2003). He also successfully sponsored a Parliamentary resolution to declare first Sunday in June “Canadian Forces Day.”

As the MP for Nepean Carleton and Ottawa area cabinet minister, David helped assemble a $600 million dollar deal with then Mayor Bob Chiarelli and Premier Dalton McGuinty which brought together the three levels of government to fund a light rail system for Ottawa. David led the effort to construct a new VIA rail station in South Nepean and obtained significant funding for infrastructure projects. He was appointed by foreign ministers Lloyd Axworthy and John Manley to serve as a Special Envoy to Sierra Leone during that country`s rebel war and wrote two reports with recommendations for the government. He was also the first chair of the Liberal caucus committee on Foreign Affairs, Defence and International Cooperation.

Served on the Board of the Federation of Canadian Municipalities which is the voice of Canada's municipal sector representing towns and cities across Canada. Participated in various national and international programs aimed at enhancing relationships between municipalities and national governments as well as capacity building in Africa.

Represented the residents of the City of Nepean on their City Council. Served in various capacities including Deputy Mayor, and Chairman of two committees: Public Works and Parks and Recreation. On Regional Council served on the Transit Commission and the Police Services Board as well as the Transportation and Environment committees. Was elected by acclamation in 1994.
