David actively contributed to the policy debate on defence and security matters with two papers: “Fostering Human Security: A Joint Canada-US Brigade,” (October, 2000) “Does Canada Need A Foreign Intelligence Agency?” (March, 2003). He also successfully sponsored a Parliamentary resolution to declare first Sunday in June “Canadian Forces Day.”

    As the MP for Nepean Carleton and Ottawa area cabinet minister, David helped assemble a $600 million dollar deal with then Mayor Bob Chiarelli and Premier Dalton McGuinty which brought together the three levels of government to fund a light rail system for Ottawa. David led the effort to construct a new VIA rail station in South Nepean and obtained significant funding for infrastructure projects. He was appointed by foreign ministers Lloyd Axworthy and John Manley to serve as a Special Envoy to Sierra Leone during that country`s rebel war and wrote two reports with recommendations for the government. He was also the first chair of the Liberal caucus committee on Foreign Affairs, Defence and International Cooperation.
