Community Development Planning Analyst operating in the state of Florida.Contribute to the pre-construction planning, modification, permitting, and analysis for multiple projects ranging in size and scope.Solve complex problems, assist project managers, and collaborate across disciplines to produce our clients’ visions for the future built environment.Develop familiarity with the federal, state, and local regulations, as well as Kimley-Horn’s and our client’s practices, procedures, and standards.Evaluate development proposals to identify compliance with zoning regulations.Prepare planning and land use studies. Coordinate with various municipal and state agencies. Gain exposure to diverse project experiences as we provide services to both the public and private sectors.

This position is responsible for coordinating and implementing the Division's role on coastal planning initiatives including community resiliency initiatives, and Post-Disaster Redevelopment Planning. This position involves exercising independent judgment and requires professional experience in community planning, interagency coordination, partnership development and the provision of technical assistance to local governments.-Coordinate community resiliency initiatives. Provide technical assistance to local governments on coastal flooding and sea level rise adaptation planning.-Assist with coordinating recovery efforts following disasters and provide assistance to communities wishing to take action prior to a storm through the planning initiatives.-Independently evaluates comprehensive plans and plan amendments and other documents submitted to the Department under Chapter 163, Part II, F.S. Prepare reports summarizing the issues, analyzing consistency with growth management laws, identifying strategies to achieve consistency with state laws and making recommendations for resolving issues with local governments and interested parties.-Assists other planners and staff on coastal planning issues and assist as needed in the review of comprehensive plan amendments and developments of regional impact.-Participates in interagency meetings and public meetings as the Department representative.-Assists with reviewing proposed CPTA Grant requests.-Assists in drafting scopes of work for grant agreements and coordinating with grantees as needed to finalize scopes of work.-Works with CPTA grantee in monitoring the submittal of deliverables and assist with reviews and suggestions for draftdeliverable submittals.-Reviews CPTA Grant Deliverables for consistency with the scope of work and make recommendations to the community planning manager regarding consistency.-Performs other duties as assigned.

Reviews comprehensive plan amendments for consistency with Chapter 163, Part II, Florida Statutes and prepares Objectives, Recommendations, and Comments and reports recommendations for finds of compliance.Reviews land development regulations and prepares reports in accordance with chapter 380.05, Florida Statutes, for guiding development and Florida Administrative Codes.Research scientific studies, management plans, statutes, administrative code, and federal rules and provides recommendations regarding applicability to relevant program activity.Reviews environmental resource permits, requests to dredge and fill, dock siting plans, revetments and other development proposals under the Coastal Zone Management Program and prepares recommendations for agency action.Reviews development orders, permits and other development approvals for consistency with the adopted comprehensive plan, land development regulations, Principles for Guiding Development, Florida Administrative Code, and develops recommendations for agency action. Reviews land development regulations for consistency with the adopted comprehensive plansPrinciples for Guiding Development, Florida Administrative Code, and develops recommendations for agency action. Participates in interagency meetings and coordinates with local and state agencies, citizens, and neighborhood groups.Coordinates and participates in the preparation and evaluation of the annual Florida Keys Program Report to the Governor and Cabinet. Prepares reports and briefings and attends meeting with Cabinet Aides and other agency staff.Participates in the response for information and documents form the Governor’s office staff. Reviews relevant legislation and prepares recommendations.Provides technical assistance to local governments in interpreting and accomplishing Florida Keys Work Program by coordinating meetings with planning and legal staff.Other duties as required.
