• Provide technical advice on all planned capital projects and support future development of schemes through the Estates Strategy. • Provide technical advice on the Trust Estate (building condition, future usage, lifespan) and work with the Estates maintenance team to develop ongoing building management strategies to ensure development of buildings is suitable, timely and efficient. • Lead the development and implementation of business strategies and draft complex business cases for the Trust. • Budgetary responsibility: specific responsibility for capital schemes will depend on their scale but will generally be in the range £100k to £5m.• Support the Head of Estates in the technical management of Capital and Estates projects within the Trust and to provide the most practical, sustainable and economic solutions for design which meets compliance with HTMs, HBNs, DDA, H&S, Building and Fire Regulations, procurement, construction management, commissioning and maintenance of the development. • Play a major role in the development and implementation of the five year Capital Plan in support of the Trust Estate strategy. This will include the development of option appraisals relating to the use of the Trust estate. • Support strategic national, local and regional health and estate planning including Sustainability and Transformation Partnerships (STP). • Produce highly complex and contentious business cases to support project delivery including full quantitative and qualitative analysis for internal and external stakeholder consumption. • Support on the development of PAMs (Premise Assurance Model). • Manage Construction Design Management (CDM) and compliance teams, and to chair the Estates Governance meeting on a monthly basis. • Participate in relevant external working groups to provide project advice, expertise and support and sharing best practice across external organisations.
