Planner Iv (Legislative Analyst)

Current

Austin, Texas

Governmental planner with experience in analyzing proposed bills and implementation of legislative initiatives (including communications and training) with statewide impact. Such initiatives range from the creation of new specialty license plates to significant policy changes, including the "single sticker" program (also known as "Two Steps, One Sticker") that eliminated windshield inspection stickers in 2015. Develop and present training on these efforts to internal staff and county tax assessor-collectors' offices across the state, which for the single sticker program involved a series of webinars over two years; assist with the development of a dedicated website for stakeholders ranging from the public to vehicle dealers and commercial motor carriers; and analyze subsequent legislative measures related to the program. Independent of legislative matters, I developed the License Plates Specifications document that outlines technical elements of general issue plates and specialty plates including manufacturing specifications and rules for design. Work with third party vendors on a project to centralize the printing and mailing of the windshield registration sticker whenever vehicle registration is renewed online at texas.gov. This project was supported by customer satisfaction surveys that were critical in determining time frames for sticker delivery which helped to establish customer expectations.Responsible for writing operational and fiscal impact statements on proposed bills each legislative session, and provide assistance to other divisions within the agency on measures related primarily to vehicle registration. Write communications to announce new programs affecting the public and industry trade groups, including bulletins to all county tax offices and TxDMV regional offices, provide website copy, and edit other documents including technical release notes. Assist with related training as needed for internal and external stakeholders.
