Implemented the U.S. Army’s foreign disaster preparedness program by building partner nation planning and management capacity and improving self-sufficiency. Led national and provincial-level disaster preparedness self-assessments with partner nations using a new assessment tools resulting in assessment results used to develop national emergency management budgets, exercises goals and objectives and the development of five-year disaster preparedness improvement plans.

Developed a humanitarian assistance program to build partner nation disaster preparedness capacity and lower costly foreign intervention requirements. Crafted a multi-year, strategy-to-resources process designed to deliver partner nation capability instead of current, national, budget-based processes. Provided leadership increased visibility of activities with the ability to prioritize and resource activities to improve the effectiveness of 40% of all departmental efforts. Authored the program concept of operations, two annual strategies and standing operating procedures necessary to justify program resources of $1.3M. Delivered the only outcome-­based, iterated series of progress assessments for a $20M USG-level stability program (Section 1207, now GSCF). Evidence supported success in community security, development and resilience both before and after the 2010 Earthquake.

Developed emerging USG Interagency, DOD, Joint and U.S. Army efforts to support USG stabilization of partner nation governance by convincing the department to establish an integrating Staff Division to implement efforts to improve stabilization. Led Army to determine stabilization and reconstruction requirements (manpower, doctrine, training and equipment) to support national efforts. Developed multinational and national research projects designed to improve stabilization planning and assessment efforts. Several projects contributed to ongoing USG stabilization operations.
