David focuses on regulatory, policy, and transactional issues for commercial and private wireless services (mobile and fixed), as well as broadband services and wireline communications services. He works with commercial service providers and with operators of private communications systems, such as electric utilities and other critical infrastructure industries. The scope of his practice includes spectrum policy, spectrum acquisition and management, licensing, infrastructure matters such as pole attachments and collocation, broadband access services, regulatory compliance, transactional matters, and new and emerging technologies.David places great importance on understanding each client’s industry, specific business, and operational needs. He is a frequent speaker and panelist on topics of concern and interest to the utility and communications sectors and actively serves on various industry committees. In 2018, the Utilities Technology Council (UTC) presented David with the 2018 IMPACT Award for his contributions to and impact on the utility industry.David served in the U.S. Army as a Russian linguist with the Tenth Special Forces Group, and with the Defense Attaché Office at the U.S. Embassy in Kiev, Ukraine. After completing his military service, he shifted his focus to law and graduated from Georgetown University Law Center.
