For our clients I perform on their behalf oversight in the consultation of multi-modal transportation program management and implementation including various stages of project planning, project development, securing funding for project development and construction from federal, state, local government and from public-private partnership (P3) sources. I also oversee preliminary engineering analysis, feasibility studies, professional engineering and architecture consultant services procurement, PS&E development, procuring construction contract services, letting management, construction field engineering services and federal and state regulation compliance for all phases of project development for the client. I recently completed a feasibility analysis for a new vehicular and rail bridge from Galveston Island to Pelican Island for an estimated cost of $500 million. This work included coordination between the Port of Houston Authority, Texas A&M Galveston, US Coast Guard, US Army Corps of Engineers, Galveston County and the City of Galveston and other stakeholders.

I developed the primary and secondary project prioritization and selection process for the HGAC region's share of the American Recovery and Reinvestment Act of 2009 funding and I also managed the fund allocation for the Act.

I advised the District Engineer and the District Director of Transportation Planning and Development in the allocation and management of financial resources for planning, PS&E services, and construction funding for the six-county Houston District. I was a member of numerous professional engineering consultant selection teams for professional services contracting with the department. In addition to those duties I was responsible for the programming and scheduling of all state and federal funded programs contained in the financial and time constraints of the 25 Year Long-Range Regional Transportation Plan, the 10 Year Short-Range Regional Transportation Plan and the 4 Year Capital Funding Transportation Improvement Program. This work resulted in the contract letting oversight of three consecutive fiscal years of $1 Billion+ of transportation construction projects in the Houston, Texas region. I was also responsible for the prioritization and selection recommendations for the annual TxDOT Roadway Capital Improvement, Preventive Maintenance, Rehabilitation, and On and Off-System Federal Bridge Replacement and Rehabilitation Programs. I performed independent cost estimates and analysis for large construction contract change proposals for the District Construction Office. I was also a Project Research Director at the Texas A&M Transportation Research Institute (TTI) on behalf of the department for studies to improve the efficiency of freeway and transit-way flow management.
