The purpose of the Veterans Justice Outreach (VJO) Program is to avoid the unnecessary criminalization of mental illness and extended incarceration among Veterans by ensuring that eligible justice-involved Veterans have timely access to VA mental health and substance abuse services. Service-related PTSD, traumatic brain injury, and other conditions result in the arrest and imprisonment of a disproportionately high number of Veterans. Treatment is a more humane and effective option than incarceration in such cases.What I did: Jail outreach to / clinical needs assessments for incarcerated Vets. Treatment planning for Vets eligible for alternatives to incarceration. Collaboration with Veterans Treatment Courts (VTCs) established in a number of city and county criminal courts in the Bay Area. The ICL HUD-Individual Placement and Support (IPS) Supported Housing Program utilizes the evidence-based IPS approach to supported employment to engage homeless clients with histories of co-occurring homelessness and mental illness in vocational activities, housing, clinical, and other support services. In addition to supported employment services, the program dedicates 16 supported housing beds to its clients. These subsidized single and double bedroom apartments are located mainly in Central and Eastern Brooklyn. Each housing client receives community support and counseling services from their case manager at least once monthly. Client eligibility is based upon meeting HUD criteria for homelessness and an Axis I diagnosis of Serious and Persistent mental illness. Clients may have co-occurring substance abuse disorders.
