KEY RESPONSIBILITIES- Maintain coordination of compliance issues for all Flight Operations disciplines- Coordinate Safety Assurance System DCTs with designated FAA inspectors and company subject matter experts to validate divisional compliance- Monitor and assess Pilot Irregularity Reports to identify potential non-compliance, coordinate cross-divisional follow-up, and communicate with flight crew - Conduct investigations and analysis associated with internal policy and procedural compliance, Compliance Actions, Letters of Investigation, Self Disclosures (VDRP), and events with regulatory consequences- Track and manage Voluntary Self Disclosures in accordance with VDRP regulatory guidance and coordinate any required investigations- Act as primary custodian of the Flight Operations SMS Manual- Monitor effectiveness of the divisional SMS processes, and facilitate Safety Risk Assessments (SRM)- Act as primary custodian of Horizon Air regulatory compliance approval documents- Act as FAA liaison and track the actions taken by Flight Operations to comply with audit and investigation reports, to include their implementation and FAA follow-up.- Act as primary custodian of the Flight Operations Manual (FOM)- Act as primary custodian of Horizon Air Fueling Manual- Responsible for the oversight of fuel operations and vendors through the services provided by AAG Fuel Administration and Customer Service Airports QA Departments- Act as primary custodian of the Horizon Air Jumpseat Access Control System (JACS) Program Manual- Manage company aircraft jumpseat access, privileges and database- Act as primary custodian of the Horizon Air Weight and Balance Program Manual and Technical Substantiation document- Provide oversight of the weight and balance technical changes in coordination with SOC, Central Load Planning, Maintenance, Engineering, and external vendors as needed

Develop a comprehensive accident/incident investigation process and procedures in conjunction with the Airport’s Safety Management Systems (SMS) that includes how incident/accident root causes and causal factors will be incorporated into existing incident investigation issue. Develop and modify forms, Standard Operating Guidelines/Procedures (SOP/SOG), as needed to incorporate accident/incident root cause and contributing factors. Work with Airport Duty Managers on best practices for incident investigations and training. Work with SOGs and Airport Communication Center (ACC) Duty Managers and Airfield Operations Specialists (AOS) to incorporate incident reporting into their process and duties. Develop training and curriculum to train staff. Develop metrics and Key Performance Indicators (KPIs) to best judge incident reporting and safety management practice success and progress. Assess existing tenant practices and make recommendations for safer practices and policies.
