I provided Oversight and Leadership to Program/Project Managers for all government Health Care contracts primarily focused on Fraud, Waste and Abuse. Strategic Contracts include the national Supplemental Medical Review Contract for Medicare Part A, Part B and Durable Medical Equipment (DME), Medicare Secondary Payer Integration Contractor, Medicare Learning Network Product Development and Quality Assurance Program, Risk Adjustment Data Validation Intake Medical Record Review Contractor, Medicare Part C and Part D Program Integrity Technical Assistance, Part D Formulary and Benefits Formulary along with multiple others. Strategic also holds the UPIC IDIQ Contract.

National Project Migrating Systems and Business Processes for a large Health Care Organization.

While serving as COO for Gabriel Systems I have also been onsite supporting contracts by serving as a Project Manager and Medicaid Subject Matter Expert for Medicaid Projects in Georgia, Louisiana and Maryland. In the last 2 years I have served as the Functional Claims Lead for the Louisiana MMIS, Functional Business Lead for the Georgia ICD-10 Project reporting directly to the Medicaid Director and most recently as a Medicaid Subject Matter Expert on a Business Process Redesign Project for the Maryland MMIS implementation.

Ordained Minister, serving the Inner City DC Area, held weekly church services, preaching and teaching. Provided weekly bible studies at homeless shelters, church planted in Riverdale, Maryland and Atlanta, Georgia. Our focus was on restoring the lost sheep and serving those that others had forgotten, ministering to the broken hearted.

I stepped down from my role with Gabriel Systems to serve the State of Georgia in a consulting role as the Interim Medicaid Deputy Chief. Served as Interim Deputy Medicaid Director over Policy and Provider Services while assisting the State in finding and training a permanent Deputy Chief/Director to transition to in June 2012. Managed Medical Policy, Customer Service and Claims Resolution, Pharmacy and Managed Care Provider Services Units of Medicaid Division comprised on 42 state employees and contractors. Worked closely with Managed Care Organizations, Providers, Provider Representatives and MMIS staff to identify and resolve claims issues.Conducted Operational Assessment which included interviewing all 42 staff and implemented organizational improvements which increased productivity, improved responsiveness and reduced the administrative burden on Providers. Represented Medicaid Division for CMS Certification Visit working closely with DCH & HP teams including participating in multiple mock certification visits. Represented Medicaid Director on Steering Committee/Change Control Board, Medical Care Advisory Committee (MCAC), Drug Utilization Review Board (DUR) and served as his proxy for all policy and MMIS system changes, banner messages and meetings in his absence.Oversaw Clinical Mapping Team which analyzed all business processes and Medical Business Policy and developed ICD-9 to ICD-10 crosswalk including implementing current system changes for issues identified and updating Business Policy Manuals. Presented at the 2012 MMIS Conference on Provider Relations best practices.

I helped start Gabriel Systems working side by side with President/Pastor Garry Boone to create a company that would provide jobs in the inner city and improve government services from the inside to help those that Pastor Boone's inner city ministry served. As CEO, I was responsible for business development activities and overseeing our team of consultants. While serving as CEO I also worked as a Senior Consultant on the CMS Beneficiary Protection Redesign Project working with the QIOs and as the Claims Project Manager for the Georgia MMIS project. Both projects were very successful resulting in needed improvements to the CMS QIO contracts and improved oversight and monitoring and one of the most successful CMS Certifications according to CMS officials.

Supervised all Fox Systems Project Managers and Consultant Staff in the Federal Region (including DC and Maryland). Provided Subject Matter Expertise, technical, business and administrative support on all regional projects. Provided Consulting for Medicaid Agencies in Mississippi, Florida, DC and Maryland.Oversaw Maryland MITA effort, DC Medical Assistance Administration (MAA) IV&V and PMO efforts for MMIS and PBM. Served as Project Director for Project Management Office for MMIS And PBM implementations. Served as Managed Care and SURS SME for Florida AHCA IV&V Project for the MMIS Implementation. Served as the TPL, SURS, Contract Management and Web SME for Mississippi Division of Medicaid IV&V MMIS Enhancement Project. Prepared APD’s for multiple states including cost benefit analysis.

Appointed by Governor Bredesen.Directed all Medicaid Projects including the Data Warehouse and MMIS from JAD sessions through CMS Certification.Managed Operational Assessment of Bureau of TennCare, recommended and implemented personnel and policy changes.Improved organization’s performance by participating as lead or member of the following TennCare performance improvement committees; TCMIS Steering Committee, Information Management Guidance Team, TennCare Reform Operations Committee, DHS Appeals Task Force involved in the transfer of over 200 staff and all eligibility appeals responsibilities to the Department of Human Services. Liaison for all outside agencies/entities in regard to systems and operations including CMS regional and central offices.Directed effort to create a crosswalk for all edits and audits between legacy system and new MMIS. Analyzed long term care claims to determine claims payment issues with team of state and vendor claims SMEs after go live which resolved the issue and prevented a corrective action item from CMS.Administered contracts by monitoring requirements, overseeing vendors, approving payments and writing amendmentsLed Certification effort, Directed Certification Teams to prepare all reports, documents and presentations needed.

This department was originally called the Mayor's Employment and Training Resource Agency (METRA). We were located within the Mayor's office and I had the unique opportunity to work on projects for the City of Nashville in the areas of Social Services/Welfare Reform, Public Transportation, Healthy Communities, Economic Development and Labor.
