Directed programming team in the development of production systems to support the implementation of scoring client campaign files with statistical models specifically developed for client/product/media mix. Created and led strong team of high performers, with 0% attrition over 11 years of my leadershipSystem design incorporated data marts to allow for automation of the scoring process of 100 million+ observations. Decreased turn around time from two days to under one hour. Designed and implemented a massive marketing database which tracked customer usage of multiple products across various industries, including mortgage, real estate, auto rentals, time share, hospitality, travel agencies (air, rail, cruise), product purchases. All locations were geo-coded for distance formulations. These were used in conjunction with third party data to model preferences. Marketing campaigns for all of the industries involved used this database for solicitations. Developed ancillary data mart systems to support product usage reporting for Product Management team and Legal Department. Increased profitability and enabled benefit customization.Directed the programming systems of data marts to support the sale of data and modeling expertise to external clients for their marketing and corporate planning needs. Directed the development of systems to support the strategic corporate planning efforts to employ risk modeling strategies employing data marts of individual’s behaviors and profiles. Reduced marketing costs and increased profitability.Directed the design, development and implementation of a departmental migration to a Linux environment from an IBM mainframe environment. This migration incorporated an automated interface to allow non-technical mainframe users to submit jobs for execution in the Linux environment via the IBM mainframe. Resulted in dramatically decreased processing time, substantial increase in productivity and decreased operating expenses.

Directed an applications development staff that supported the programming requirements of 20 corporate departments, including servicing ad-hoc requests, building Executive Information Systems, internet delivery of reports and interactive applications, and developing regularly scheduled batch systems.Directed the Technical Infrastructure Group which was responsible for the long term capacity planning, selection, purchasing and licensing of all hardware and software required to support the Medical Analysis Group and its corporate customers.Directed the development of a SAS based Data Mart that, through its structure and value added content, enabled quick turnaround of ad-hoc requests, rapid development of reports and applications, and broader scope and depth of information for Medical Analysis Group to provide to its customers.

Developed methodologies, short term and long term planning, functional and technical specifications required to support ad-hoc data analysis Ad-hoc Data Reporting and Analysis System: Re-engineered existing claims adjudication data structures. Massive file sizes (36+million records) were normalized realizing a 90% savings in storage utilization. Implemented optical storage for quasi-relational extracted databases to maximize access efficiency, resulting in improved turnaround times for both complex (from three weeks to hours) and typical (from a day to minutes) user requests. Created additional system efficiencies and improved report quality for all corporate departments, by deploying SAS software.Developed strategy for and implemented a Geographic Information System, to enhance internal/external marketing efforts, by providing geographic maps for target marketing and network access analysis.Special Assignments:New York State Workers’ Compensation Managed Care Pilot Program – Attended and participated in all meetings of the Labor Management Committee, which was mandated by the Governor, to develop NYS Departments of Health, Labor and Workers’ Compensation Board rules and regulations for implementation of the pilot program. As a trusted Health insurance representative, interfaced with, and arbitrated for, the Commissioner of the NYS Workers’ Compensation Board, senior NYS officials representing Departments of Health, Labor, and Insurance, prominent labor leaders, New York State Business Council officials, and industry leaders from both the public and private sectors. Solely responsible for the design of a GHI Managed Care Workers’ Compensation product.New York City Office of Labor Relations – Installed/supported PC system running SAS under OS/2. Trained staff in research, analysis and programming techniques using SAS for the purpose of analyzing health claims experience.External Consultant Intermediate

Led the Point-of-Sale and Sales Audit Systems project teams. Managed 20 person project teams, employed full project life cycle methodology for multiple major projects including: Full price lookup/inventory management via barcode scanning using Symbol Technology hardware and IBM POS terminals, Sale Reporting, Credit Authorization, and Sales Audit Reconciliation. All projects were written in Cobol, both batch and on-line.

Analyzed and designed a purchase order entry and maintenance system driven by a DB2 RDBMS. Conducted user interviews for functional analysis. Created preliminary system design, information flow diagrams, screen design and detailed program specifications. Designed interfaces for warehouse receiving, checking, marking, distribution and merchandise information teams. DB2 Version 1.0 Data Base Administrator training. Languages employed: Cobol/SQL.

As part of the Technical Support Group, interface with the Applications Programming Group and the PC Group for file restoration, library maintenance, CICS table maintenance, I/O and SYSGENS, and package installation. Designed, coded, tested, documented and implemented two systems: (1) Point of Sale Tracking System for 3000+ NCR point-of-sale terminals. The database design consisted of multiple VSAM files using multiple alternate indexes. (2) Point of Sale Markdown Deviation System that automated the tracking and calculation of markdowns taken for 3000+ point-of-sale terminals during the business day.
