Responsible for the complete development, permitting, financing, construction and start-up of the Franklin and Madison 65 MWE biomass power plants in Georgia USA. As part of the development efforts Mr. Shaffer negotiated two 30-year PPAs with the Southern Company, secured the interconnection agreements and all permits needed for construction, purchased the real estate for the projects, then prepared and negotiated the EPC contracts. obtainedfinancing for the plants comprised of $180 million of equity and $335 million of debt, managed the projects through construction and start-up.While at GRP Mr. Shaffer also purchased the Lumberton power plant a retired 36 MWE coal fired plant, negotiated a 20-year PPA with the Duke Progress Energy, secured the interconnection agreements, retrofitted the pant from a retired coal plant to a plant fueled by biomass. (wood and chicken litter).While at GRP Mr. Shaffer also began the development process for two 10 MWE solar PV plants to be co-located at the Madison and Franklin plants.

Duties included, project development, project financing, project management, regulatory interface and permitting support. Our major clients included, NRG, NRG Ivanpah Solar. Weichert Enterprise, Green Fuels Energy. Developed, permitted and financed the 200-million-Euro Mayo Renewable Power plant. As part of the development efforts Mr. Shaffer negotiated an 18-year PPA and secured the interconnection agreements and all permits needed for construction, conducted community outreach events, then prepared and negotiated the EPC contract, obtained financing for the plants comprised of $50 million of equity and 200 million Euro of debt.

Responsible for the management of 25 engineers and designers providing engineering consulting services to several energy industry clients. Duties included, marketing, financial management, project management, regulatory interface and permitting support. Our major clients included, PSEG Power, PSEG Nuclear, NRG, Evergreen Energy USDOE.

Responsible for the marketing and management of complex engineering projects for the utility industry. Responsibilities included budgeting, project execution and client relationships.

Responsible for the management of over 50 engineers conducting commissioning and testing of nuclear power plant systems at the Hope Creek nuclear station and then the Salem generating station. Implemented several large-scale capital projects for the upgrade of the plant switchyard and electrical systems.

Assisted in the Three Mile Island post-accident clean up. Developed innovative methods and technologies to solve complex engineering problems related to the clean up efforts.
