Mr. Sobers is an independent consultant who has more than 35 years experience in the areas of waste management, contract/ project management, dispute resolution, public involvement, water resources, wastewater, privatization, facility siting, communications, marketing, planning, energy and emergency response.Since 2000, Mr. Sobers has worked as an independent consultant working locally and internationally for a variety of clients ranging from local governments to private industry. Projects have included solid waste management, water resources, wastewater management, energy, dispute resolution and public involvement.Mr. Sobers’ experience has been both domestic and overseas. His offshore assignments include work in Ethiopia, Thailand, Egypt, Indonesia, Viet Nam, Turkey, Puerto Rico, Western Europe, Russia, Korea and the Philippines.

From 1992 to 2000, Mr. Sobers served with URS (formerly Woodward-Clyde) as a senior project manager and the firm’s Vice President and Practice Manager for Solid Waste Management. URS is one of the Nation’s largest engineering firms (50,000 employees) and is listed in the top 10 firms in ENR’s annual rankings. In his capacity as Practice Manager, he developed a team of international experts within the company to market and perform solid waste work. Some of Mr. Sobers’ more significant accomplishments include increasing the firm’s solid waste business in a period of relatively flat market growth and helping secure a $270 million ID/IQ contract with the U.S. Army Corps of Engineers for debris management.

Prior to joining Woodward-Clyde in 1992, Mr. Sobers managed Montgomery County, Maryland's solid waste, sludge, water supply, wastewater, storm water, hazardous waste, sewerage, emergency response, environmental public information and energy programs for over twenty years. Under his direction, administrative and regulatory procedures were developed, as well as design and implementation of the sewerage, solid waste, sludge, energy and related projects of the county's capital improvements program. Mr. Sobers also managed select capital projects such as a $276 million waste-to-energy facility and a $45 million landfill expansion, and three waste composting facilities. During this period, he sited a host of waste facilities and used dispute resolution and facilitation skills to reach consensus in frequently hostile and challenging circumstances between citizens, special interest groups, contractors, other governmental agencies and the Montgomery County Government.
