Manager, Program Management Unit, Lesotho Highlands Water Project Phase IiCdm Smith Jul 2020 - Jun 2023Boston, Ma, UsServed as Manager for a Program Management Unit for the Lesotho Highlands Development Authority on a USD 3 Billion water supply capital program under bilateral agreement between South Africa and Lesotho. The program comprises construction of the 163-m high/915-m long concrete rock-faced Polihali Dam; a 50m saddle dam; a 38km/5.2m diameter water transfer tunnel; 170km of new and upgraded roads in remote high-altitude terrain; 3 major bridges, including over the Senqu River which will be approximately 880m long and 110m high; bulk power supply and telecommunications; and project housing for an estimated 4000-person construction labor force. During my tenure, the program put over USD1B under construction contract; procured procured design, environmental and social impact assessment, and resettlement action planning for a nearly 100MW hydropower scheme; managed 16 active construction contracts, 25 engineering, environmental and social consultancy contracts, and 18 specialist services contracts; and a team of 50 multi-disciplinary staff and consultants.
