Oversees the building of the Navy’s ~$700B Program Objective Memorandum (POM), which serves as the financial plan for the Department of the Navy (DoN). Senior civilian program planner within the Navy providing top-level executive input and recommendations to both the CNO’s and the Secretary of the Navy’s staffs for all matters regarding the development of the Navy’s Fiscal Strategy; POM; technical and procedural matters concerning the Planning, Programming, Budgeting, & Execution (PPBE) process; and Shipbuilding and Conversion management. Defends the Navy Program and generates, updates, and reviews all Navy programmatic requirements documentation.

Oversaw all Air Warfare budgeting and programming activities, including the development of the $200B Sponsor Program Proposal submission; adjudication of fiscal issues; coordination of congressional budgetary inquiries; and analysis of program execution performance. Provided advice on best business practices in acquisition strategies and guidance on investments in analysis, requirements determination, acquisition plans, procurement objectives, and program development for all aviation programs.

Responsible for analyzing the impacts of logistics elements, characteristics of weapon systems, and operational deployment patterns on readiness in support of the Fleet Response Plan.
