I build models and methods for evaluating the efficiency and effectiveness of Utah's 1,000+ government entities including Institutions of Higher Education, the System of Public Education, State Agencies, Counties, Cities, etc.I communicate complex topics to elected policymakers and experts across a wide domain of expertise.

Salt Lake City

I produced the executive forecast for Utah’s economy and the corresponding revenue forecast used to set Utah’s budget ($17b). I was also the principal tax policy advisor in the Governor’s Office.I modeled the economy by writing computer programs. Functionally, I chaired the Revenue Assumptions Work Group (a group of 20+ economists) to create consensus forecasts. I built a simulation model of individual taxpayers showing the impacts of tax changes on the million plus Utah individual income tax payers culminating in the 2008 Single Rate Tax System (eg, a thousand different versions of Turbo Tax). I also built daily revenue analytics from Utah's General Ledger across 17 revenue categories.

I produced the official estimates for service sectors of the US economy totaling roughly$1 trillion. This involved gathering, analyzing and publishing relevant, timely, and high quality service industry (book, newspaper, magazine, software publishing, transportation and warehousing) data.
