As Associate Director, David brings senior leadership to the Environmental Team as well as being responsible for building and developing the the new Air Quality Assessment Service within Vanguardia Ltd. David brings a variety of skills including team and service leadership, project management and business development.

As Associate Director I am responsible for building and managing a multi-disciplinary team of environmental consultants and developing the TRC UK Environmental Planning business. • Team management and responsible for service delivery (including recruitment and staff development)• Financial and Strategic management of the teams and support the UK Operations Director in the wider management of the UK operations.• Client and Project Management, Negotiating, managing schedules and budgets but also managing project resources and teams to deliver projects on time and on budget.• Lead the delivery of proposals, tenders and bids for environmental projects.• Managing the delivery and quality of all documentation (e.g. scoping reports, EIAs and related studies) in accordance with project deadlines.• Providing mentoring support to the teams.• Expert Witness – Attending Magistrates, County and High Court hearings as well as Planning and Licensing Committees and appeals

Contribute to a range of services that contribute to the continuous protection and improvement of the environment and the quality of life in North Norfolk• Lead Officer for Air Quality Management with the responsibility of managing the councils responsibility’s under the Air Quality Strategy by reviewing, maintaining and running the air quality program, including: reviewing the program, managing the sampling sites and monitoring stations, managing contractors and contracts, routine preparing and organising field work, Collecting, ratifying and analysing data, Calibrating monitoring equipment • Full responsible for writing all the Air Quality Review and Assessment reports (including data analysis and modelling) applying for grants and I represent and promote the authority to the general public, other authorities, and partner organisations.• Air Quality Specialist for the authority, consulting, review and comment on every planning application that the authority receives and represent the authority at planning hearings. • Developing the authorities planning policy with regard to air quality and through my participation in a regional partnership have assisted in the development of a Local Air Quality Technical Guidance for planning. • Assist in the implementation of the Councils responsibilities under Parts I, IIA & III of the Environmental Protection Act, including the environmental monitoring of air, noise, contaminated land and water pollution.• Investigating environmental crime and breaches of government legislation including inspections, monitoring, surveillance, legal notices, interviews, collecting evidence, writing statements, preparing files for court, giving evidence and assisting in the prosecution legal case.• Participate in the Out of Hours service including responsibilities under the Civil Contingencies Act 2004. • Supporting other officers and assisting in the training of students and new staff.

• My duties involve the environmental and biological monitoring of a Bio-manipulation project for a shallow lake restoration project.• Collection of water and sediment core samples.• Analysis of water and sediment samples.• Collection, identification and counting of zooplankton samples.• Liaising with external bodies, collating and interpreting data.• Organisation, preparation, and supervision of the routine collection and chemical analysis of water samples with in National Sampling Protocols.• Preparation of reagents for analysis.• Reporting data to local and national partners.• The organisation and training of other members of staff in both field and laboratory techniques.• The supervision of teams and individuals both in the field and in the laboratory.• The running of fieldwork and health and safety of people working under my supervision.• Ordering of lab and field equipment, PPE, chemicals, repairs, maintenance, and training.• The preparation of risk assessments and safe systems of work.
